.

About the District of Columbia Public Charter School Board

.

Mission

.

The Board’s mission is to provide quality public school options for DC students, families, and communities.

.

.

• Effective oversight;

.

• Meaningful support; and

.

• Active engagement of its stakeholders.

.

.

Vision

.

The Board’s vision is to lead the transformation of public education in DC, and serve as a national role model for charter school authorizing and accountability.

.

.

Our Role

.

PCSB is an independent body that has the power to open new DC public charter schools and evaluate

.

existing public charter schools for academic results, compliance with applicable local and federal laws and fiscal health. We are not a central office; each public charter school is independently run. PCSB holds public charter schools accountable for results on all of these measures and if a charter school fails to perform, PCSB has the authority to close a charter school.

.

.

Monthly Meetings

.

PCSB accomplishes its role by holding monthly meetings of its seven-member Board, which are open to the public. For more information about board meetings, please call 202-328-2660, email dcpublic@dcpcsb.org or follow us on Twitter @dcpcsb.

ATA has designed a program to meet students' needs and exceed their parents' dreams. The curricular mixture of academics, technology and the arts seeks to propel students beyond their economically depressed community. The arts form the foundation for building students' academic prowess as well as a way to connect students to the great artists and leaders who were nurtured within their community. The arts program includes dance, drama, visual art and music appreciation, offering extensive access to instrumental and vocal music, film production, and the role of technology within the arts industry. To meet its high expectations, ATA runs an extended, seven-and-a half-hour school day and an extended school year. The basics, reading and math, are taught using a comprehensive approach to instruction that includes the Workshop Model and Balanced Literacy Approach. A multicultural social studies curriculum invites students to explore the history of ideas and different cultures. Current technology is integrated into various aspects of the academic program. Students have access to after-school tutoring, homework assistance and other extended learning opportunities . By design, the school program reflects the strengths of their heritage and creates many ways for students to express themselves and excel.

Our mission is to provide an exemplary early childhood educational program for all preschoolers, with and without special needs. Our developmentally appropriate, family- and child-centered educational program nurtures students and expands their skills and abilities, building a foundation for lifelong learning. At Bridges we believe in the value of an educational experience shared by students of different backgrounds, interests and abilities. An inclusive education is beneficial to all of the students who have the opportunity to participate. Inclusion builds compassionate relationships among students, develops self-esteem in individuals, and develops the awareness that everyone has strengths and challenges. Ideally 50 percent of our student body will be typically developing, and 50 percent will have special needs. Bridges is an inclusive preschool and pre-K program for children ages 3-5.

The world-renowned Reggio-Emilia early childhood system inspired the CAPCS early childhood program, using an art-infused, project-based approach to instruction that establishes a firm foundation for academic success in our youngest learners.

All CAPCS campuses share a vision of providing children with the knowledge, skills and attitudes to achieve academically and socially. Parent engagement is heavily stressed. Both the Amos 3 Lower School, which serves PK3 through grade 3, and the Upper School, which serves grades 4 through 8, have a curricular focus on math, science and technology. Students are exposed to several career fields in these areas as they develop critical thinking and problem-solving skills in addition to acquiring knowledge across all subject areas. Strong emphasis is placed on seeing that students are prepared academically and socially to move on to secondary school.

Founded in 2003, Eagle Academy Public Charter School (PCS) was the first exclusively early childhood public charter school in Washington, DC. Our New Jersey Avenue campus educates children in PK3 through grade 1. The school approaches each child through a holistic framework. We educate the socio-emotional development of the child with equal vigor and comprehensiveness as the academic portion. The primary school program focuses on math and science, and incorporates these in all of the subjects taught at Eagle Academy PCS. Ours instructional program is thematic and allows children to master the various academic skills and knowledge within the context of thematic, child-centered play. Children progress at their own rate and are ready for the next grade level upon graduation.

Chamberlain Elementary and Middle provides a rich learning environment purposely crafted to develop early academic success. Serving more than 700 students, Chamberlain has one of the strongest school performance records in the District of Columbia. In 2004-05, Chamberlain achieved the highest Stanford 9 reading and math test scores of all public elementary schools of similar demographics. These results follow six years of academic performance that exceed state goals. Chamberlain students were finalists in the Scripps National Spelling Bee, hosts for U.S. Sen. Mary Landrieu (D-La.) during National Charter School Week, and ambassadors for National Breakfast Week. Students benefited from numerous educational partnerships including the Washington Performing Arts Society In-School Artist Residency Program, Kennedy Center Performance Program, the Toyota Book Initiative and Shakespeare Theater Text Alive!

Collegiate Academy is a college preparatory high school serving students in grades 9 through 12. Challenging and relevant, Collegiate's comprehensive curriculum prepares students for college and the world of work in a global economy. Students benefit from a broad offering of Advanced Placement (AP) and Honors courses, as well as Career Academy courses that provide pathways in technology, science, engineering, law and communication arts. Friendship opened the Southeast Elementary Academy in August 2005 on the site of a former charter school. Friendship invested more than $15 million for a major campus expansion that added 16 classrooms, a gymnasium, student dining hall, interactive library and technology-rich SmartLab to transform the facility into a high-quality educational environment. Today, Southeast students, parents and staff enjoy a vibrant and productive elementary school. Vaulted ceilings, bright light fixtures, hallways in red and ivory, and classrooms outfitted with new textbooks and mobile computer laptop carts have created a learning laboratory where students and staff can thrive.

Hope’s Tolson campus was a former warehouse that was converted into a modern school with nearly 30 large classrooms. The grand opening was held in 2006 with a ribbon cutting attended by parents, friends and District dignitaries. The school’s brightly colored hallways are emblazoned with inspirational quotes, large windows bring in the sun, and a gated playground and play lot provide space for outdoor fun. Tolson’s students include preschoolers aged 3 through grade 8. It is our mission to shape the hearts and minds of our students positively, by providing them with an academically rigorous, content-rich curriculum, an environment in which character is modeled and promoted, and a community in which to build trusting relationships with others. It is our vision to create a school environment that helps students gain confidence and hope for their futures, as they acquire a sense of joy and satisfaction that comes through diligent effort and attention to their daily work.

At Ideal , we take pride in our wonderful facilities as well as our experienced and devoted staff. Our schools are active, busy places, not only for the students and staff, but for our families as well. As you walk through our hallways, work in classrooms or attend a parent-teacher event, the dedication, energy and involvement of the families in their children's education is obvious. The parent board of "opportunities" offers ways for family members to join in the home-school-community partnership by sharing their talents, helping in classrooms, serving on special interest committees, learning to read in their first language or speaking a second language, becoming elected representatives on a school advisory council, getting involved with fundraising, or baking, calling, or cutting and pasting at home. In the multipurpose room the Parent-Teacher Association is planning the school’s cultural events, a school advisory committee reviews the current budget, parents are cutting paper letters for the bulletin board, and the school beautification committee and library committee brainstorm ideas. Additionally, at home, children are being read to and homework is being reviewed, children are being fed, bathed, hugged and tucked into bed.

Inspired Teaching Demonstration PCS will implement the philosophy and instructional approach of Center for Inspired Teaching. The school will be based on the following beliefs: Children are inherently good and have an innate desire to learn. Every child can be successful in school. Children’s energy unique talents and individuality are assets, not obstacles. Every student possesses the ability to think critically, learn and understand information, and solve complex problems. All students should spend their time in school engaged primarily in these kinds of activities. Primary methods of instruction will include inquiry-based methods and active learning approaches where the teacher serves as facilitator and coach to support student learning. Instruction will include an emphasis on social-emotional learning, and classrooms will be student-centered with students working in small collaborative groups, individually and through child-initiated play.

IDEA PCS will prepare students for the competitive high-tech careers now required in the 21st century. The school will develop students who will not only have improved test and aptitude scores but also will work more cohesively as team members. This will be achieved through a unique learning environment and enhanced career opportunities that include effective integration of academic and technological career training in electronics, computer repair, engineering design (AutoCAD) and the leadership skills training of the mandatory military Junior Reserve Officer Training Corps (JROTC) program. Upon graduation, students will enter college, obtain employment in a needed career field, or join the military.

Thurgood Marshall Academy is the first and only law-related charter school in the District of Columbia, founded on the belief of U.S. Supreme Court Justice Thurgood Marshall that all children have the right to a first-class education. The academy’s mission is to prepare students to succeed in college and to actively engage in our democratic society. Our goal is to help students develop their own voice by teaching them the skills lawyers have—the ability to solve complex problems, think critically and advocate persuasively for themselves and their communities. To accomplish our mission, Thurgood Marshall Academy functions as both a school and a youth development organization by integrating a rigorous college-preparatory curriculum with in-school and after-school support programming such as academic tutoring, personalized mentoring, enrichment activities, a Summer Prep program for rising 9th graders and one-on-one college guidance. Our curriculum and instruction are designed to prepare students for the rigor of a college education. Our school offers a college-preparatory curriculum rich in electives, honors and Advanced Placement courses. One-hundred percent of Thurgood Marshall Academy graduates have been accepted to college.

YouthBuild Public Charter School’s mission is to transform the lives of out-of-school youth by offering, in English and Spanish, an academic and vocational program, employability training and an opportunity for youth to perform community service by creating housing for the city’s low-income residents. The underlying philosophy of the school is that through education, young people at risk—even those who have experienced failure—can learn to respect themselves and lead lives with dignity as contributing members of society. The students at YouthBuild PCS transform their lives while building the community.
