22 | 13 | Gloria Johnson, Candidate | Favor I would support increased funding for higher education, especially as Tennessee has had a surplus for more than 24 months straight. | Not sure I would work to keep tuition lower by increasing state funding, but I would have to know more about the numbers before tying the school's hands with a tuition freeze. | Favor As an educator, I know the importance of these projects across the state. | Oppose I will fight to keep guns off campus. (Except by law enforcement of course) | Oppose I will fight to keep all lottery funds in our publicly-funded state schools and not in for-profit schools! | Not sure I have to study this more, I have to look more at numbers and see where we are currently. I tend to think there may be other options besides the 2 offered. Perhaps it would be a combination of the top 2, but I would need more information on this issue...as well as looking at other options like our state's current surplus.

I will look forward to following the discussion, hearing from representatives of all sides, and evaluating the consequences to all affected citizens and agencies of Tennessee. I have the highest regard for and responsibility to the University of Tennessee. Thank you for your service. |
34 | 21 | Andrew Bennett, Candidate | Favor Just like business the world of higher education needs to examine its current way of achieving it's goals. The growing number of for profit institutions of higher learning are a warning sign that there is more than one way to achieve a degree. Our system must adapt in order to stay solvent and relevant. | Oppose | Favor I am not entirely familiar with the type of research that is carried on at these specific institutions. That being said I would likely favor increasing the community outreach + public service aspects before the research. | Oppose Other than guns in the hands of security officers, police, and possibly those serving active duty or reserve duty military, I don't think our campuses need more weapons. | Oppose In general I am opposed to the lottery. It is a system that builds false hope on those that have no or little hope. If we need (and we do need) to fund education in a more robust fashion we should do it fairly and responsibly. | Neither of these I would create a system that balances academic achievement and need. In addition a certain percentage of the dollars would need to go to students attending less expensive schools. (i.e. TN Tech or UTC vs UTK).

69 | 40 | Sarah Marie Smith, Candidate | FAVOR | I would favor taking a close look at all possible ways to help qualified Tennessee students afford a college education. A viable system of college level public education is the backbone of a great state. Great public universities attract businesses with good jobs to our state, which helps our economy, which can provide more money for State support of public universities. It all goes hand in hand. | No response | No response | No response | No response

77 | 44 | Steven Glaser, Candidate | Favor All qualified students should have access to higher education through our State University system. More funding for our state Colleges and Universities means greater access to education. A more educated population, provides a competent employee pool and contributes to the wellbeing of all our citizens. | Favor Tuition increases are just a way of passing the non-funding of Public Colleges and Universities on to the students. This forces the average prospective student to either forgo higher education or incur massive debt. Neither of these situations are acceptable. Our state had a $500 million dollar surplus in revenue collections this year and that money can be used to eliminate the need for tuition increases and to further education efforts in Tennessee. | Favor As a former CTAS employee I have seen firsthand how the Institute for Public Service has provided invaluable assistance to the City and County governments throughout Tennessee. The UT Health Science Center and the Institute of Agriculture provide much needed aid to their respective constituencies and could do much more with additional funding. A university must be more than a pile of books and a group of professors. The Universities of Tennessee have the resources to help shape Tennessee into a more desireable place to live and work through service to the overall population of the state. I would favor using some of the $500 million dollar tax surplus to continued funding of such worthwhile work and support efforts to expand current state appropriations. | Oppose While I support the Second Amendment to the US Constitution and believe every Tennessean should have the unfettered right to protect themselves and their homes, I do also realize that more guns on our college campuses will create greater opportunity for gun violence on those same campuses. If we need additional security or police then we should fund those initiatives and create a safe environment for students to learn. Going backward to the "Old West" where everyone strapped on a gun is a step in the wrong direction. | Oppose If there is a shortfall in the future our State lottery proceeds should be used to help fund Tennessee residents who are seeking a college education within the confines of our Tennessee Board of Regents schools. However, lottery proceeds have never been higher, 2010 and 2011 had record setting collections and that money can be used to offer more scholarships and offset tuition hikes. If there is a problem with the long-term solvency of this program we can use the HOPE scholarship to help Tennesseans get public education in Tennessee. | Neither of these There does not seem to be any reason to make this choice since 2010 was a record setting year for lottery proceeds and 2011 saw a 30 million dollar increase over that. If there is a problem with the solvency of this program in the future and we had to choose one of the two answers provided, giving more people scholarships of lesser amounts would be favorable to reducing the number of scholarships available.

80 | 45 | Jeanette Jackson, Candidate | Favor | Favor With more state help. | Favor | Oppose I'm supportive of more security on campus but I highly oppose allowing guns to be carried by students or faculty on campus. | Oppose I believe that all taxpayer money should be spent on public schools. Privatization of schools can only be harmful to equal education for all students. | Lowering the amount awarded per scholarship I feel that raising eligibility requirements for grades would hurt too many students who need help. I actually believe that the cost of running the lottery should be lowered before scholarships should be cut.

No one has ever approached me about this topic. | Lowering the amount awarded per scholarship I would want to see as many Tennesseans graduate from college as possible. The rising cost of tuition is a big concern for me. My son recently graduated from MTSU cum laude and utilized the HOPE scholarship, but still has much student debt.

112 | 69 | David Shepard, Representative | Favor I completely support Governor Haslam's plan to study this issue. I feel strongly the state should provide more funding and will vote for that. | Favor I do agree that we have a partnership agreement on higher education funding. I think the state needs to increase their share back towards 60%--thus reducing the need for yearly tuition increases. | Favor I am a graduate of the UT College of Pharmacy and feel the state should increase non-formula unit funding to all colleges that are classified as non-formula units. | Oppose Guns on campus are not a good thing except for law enforcement. | Oppose | Neither of these I would look at more of a need-based approach before the 2 choices.

118 | 71 | John Crandall, Candidate | Not sure In truth, the Job Market is probably over-supplied with College Degrees. Education is never wasted, but state funding is probably unwise for maintaining the value of Degrees. | Not sure Really, tuition was far lower before State and Federal subsidization began. I believe in Laissez-Faire, and caps, freezes, and other constraints damage the Free market nearly as much as excessive subsidizations. | Favor I am not as informed relative to these programs as I should be. I request literature be sent to me. These are the sort of programs wherein state funds can achieve useful results. | Not sure The question needs clarification. What officials are armed? Really, Americans have a Right to keep AND bear arms, although institutions have a Right to limit such on their own property. I don't believe TN currently has a serious school violence problem, but armed security is probably not out of line at a major institution. However, faculty or University Presidents needing arms against their students would indicate a problem. | Not sure I advocate the Lottery for primary & secondary education. I advocate scholarship in general, but I'm of the opinion that post-secondary education is currently over-funded. | Raising academic eligibility requirements Our best students do deserve fiscal aid. Sufficient Academic Merit should be rewarded.

Need to use all available resources.
127 | 75 | Tim Wirgau, Representative | Favor As long as their are funds available. I will not support borrowing against state employee retirements to do so. | Not sure Without seeing legislation before hand as to what it pertains to. With that said we must do it in a Financially manner. | Not sure I am a strong supporter of the second ammendment. I believe we can legislate many laws about the 2nd ammendment. The bottom line is there are those that respect it and those that abuse it. No matter what laws we pass, they are going to be both respected and abused. | Oppose | Not sure We need to make sure that the lottery monies are used exactly as we set it up in the beginning. For Education only.

129 | 76 | Mark Maddox, Candidate | Favor I am convinced that Higher Education is part of the infrastructure of our state like roads and bridges. It should be funded accordingly. I believe each individual institution should have input on the decisions that affect their students and faculty. | Not sure I would want to see the proposal and how the state is going to otherwise meet its responsibility for and commitment to higher education. | Favor | Oppose I believe the constituents most affected by this proposal, the professors and students, have made their choice clear. I would listen to them. | Oppose | Neither of these I think the lottery scholarship is about access to college so neither of these alternatives work for me. I understand something will have to be done if the revenue does not increase.

134 | 78 | Rick Wilson, Candidate | Favor Maintain | Not sure | Not sure | Not sure | Not sure | Not sure | I want to thank you for thinking of me for your survey. I have received many questionnaires and surveys in the past months, and I have to respond in the same manner as the rest. You see, this election and the office of State Representative is not about me and my personal opinion. Yes I have one, and I may express it from time to time, but I will not let my personal opinion be my final decisions, or vote in the legislature. From the very beginning of my campaign, I said it was going to be about the people, not me. Before I decided to run, many folks that I would have casual conversations with all had the same opinion about the government, and were saying the same things as I was. Things like, we are loosing our rights and freedoms, and we have lost our voice. "Giving the power back to the people" is what I'm all about. People today feel as though their say has no merit in todays political issues. That politicians only want their vote, then do what they want. Its true, that politicians that have a political party affiliation, tend to vote the party's agenda, and not what is good for Tennesseans or the State. I want to change all of that in my district. I want to hear what the people have to say about different subjects and issues across the State, not just in my district. I want to discuss the issues with the constituents, not shut them out. I want to be able to present the people with the proposed bill, and have them tell me what is good about the bill, and what is bad. Will this bill help your family, or will it hurt? I want less government and more community involvement. Its what they want, and something I will provide for them. So, I am sorry that I haven't given you a solid answer in your Questionnaire. After all, its not about me, its about us. Its about all of us, working together to accomplish a goal that will suit the majority, not a small few. I have some friends that I go to church with who have children attending UT and UT Chattanooga. So maybe I will be hearing from them on these issues if they come up. I thank you once again, and I wish you the best. |

137 | 81 | Conneye Thompson Albright, Candidate | Favor Higher education has to be made more affordable for the average student and parent. | Favor I would like to see a college education available for everyone who wishes to have one. | Not sure I would like to look at the numbers and see how much we are talking about. | Not sure I think decisions about weapons on public college campuses should be left to the schools to make those decisions. A blanket policy does not always work for everyone. | Oppose For-profit schools should not profit from lottery funds. That program was designed to help students go to public schools. | Lowering the amount awarded per scholarship Only as a last ditch effort to keep the program solvent.

I am a big supporter of higher education in our state and after 3 years in the legislature I take very seriously each issue that comes our way. After receiving dozens of questionnaires from groups like NRA, Pro-Life, State Employees Association, and the list goes on I have not returned any this year because so many issues demand more than a yes, no or not sure comment. I believe our higher education needs to be funded properly but at what cost to other important programs if the revenue is not available. I want to look at each issue during session and make the responsible choice for the good of our state. As we approach another year of legislative issues you can depend on me to look responsibly at each issue that affects our state. Please call on me anytime you have a concern or question as to my stance on an issue. |

144 | 85 | Johnnie Turner, Representative | Favor | Favor I hope I understood the question. I am in favor of capping tuition to allow more of our students to benefit. Higher educational opportunities for Tennesseans is too important to have exorbitent tuition fees as a barrier.
