Here it is adjusted from original 1996 dollars to 2001 dollars (as all OMB data has now been presented for a decade) by the change in the consumer price index between 1996 and 2001, derived from U.S. Census Bureau, Statistical Abstract of the United States: 2011, Table 724, “Consumer Price Indexes (CPI-U) by Major Groups: 1990 to 2009,” http://www.census.gov/compendia/statab/2011/tables/11s0724.pdf. Incidentally, for comparing the EPA column's 2003 (from 2004 OMB Report) costs with SBA/Crain & Crain pre-2009 costs, Crain used $335 million from the 2005 OMB Draft Report, whereas here the final report's $360 million is used (and this report also incorporates 2010-12 OMB Report data not available for SBA 2010). Also, for OMB 2005 tally for EPA, Crain had input all that year's regulatory costs and benefits; here, just the EPA numbers are used. All "1788" thru 2000 values are from OMB 2001, Table 2, p. 11. Original 1996 dollars here converted to 2001 values since all other OMB sources feature 2001 dollars. The $24.8 billion "Other" category refers to social regulations not captured in the specified fields at that time. The $4.7 billion "Other" in 2011 and $8.8 billion in 2013 are Joint DOT/EPA rules on fuel econmy/light-duty CAFE standards; the $496 million "Other" in 2012 is their rule on commercial truck fuel efficiency standards. |
