The short story: If you're only playing with official Hasbro/WotC Heroscape figures, then use the Delta costs. If your army includes any C3V/SoV custom figures however, then use the Delta+ (DeltaPlus) costs.

To use this worksheet, you will first have to make a copy of it for yourself. It's SUPER EASY:
(1) make sure you are logged in to your Google Drive/Docs account;
(2) under the File menu choose "Make a Copy" and supply a name for it;
(3) click on the "Builder" tab at the bottom of your copy to start building your army.

Enter the number of each unit you wish to use in column A, and the builder will calculate the total cost of your build in Classic, Delta, and Delta+ formats in the yellow cells at the top of the worksheet.

If the total for Delta shows "—", this is because you have one or more customs in your build and thus Delta costing is not relevant. Customs can be identified by magenta or blue highlighting, as well as by "(C3V)" or "(SoV)" following the unit name.

Unique units are shown with their names in boldface. If you enter a quantity of 2 or more for a Unique unit, the worksheet will warn you with an exclamation point next to your quantity (example at right).!

If you like, the builder can also warn you when you select more copies of a unit than you physically have available. If the "I Own" column at the far right side of the worksheet (column S) contains a number, the builder will warn you when your quantity exceeds that threshold. (A blank means unlimited, while a 0 means you don't have the unit available at all.)

Huge thanks are due to Shedim Kabal, who pioneered the original Delta/Delta+ spreadsheets and produced the scripts for the custom commands on the Army Options menu, and Just_a_Bill, who made it a bit more compact and merged Delta and Delta+ into single tool.
