On the irregular occasions that KCE will require access to the roof (expected to be once every 2 – 4 years), KCE will ensure that RBK H&S policies are followed at all times. KCE will ensure that the solar panel installation is serviced and maintained as required by the manufacturer.

PV panels
11
Panel.1Panel performance - lower amount of electricity generated than predictedLowMediumKCEKCE will select proven reliable panels, with long warranty period. Typical digression of panel performance over time has been allowed for in the financial modelling
12
Panel.2Vandals destroy the PV systemLowHighKCEKCE contract with shareholders will cover this risk. KCE will have insurance to cover this.
13
Panel.3System performance - failure of PV systemLowHighKCEKCE will choose proven reliable panels, with long warranty period. Allowance for regular maintenance and replacement of inverters to ensure that the system perfoms well
14
Panel.4OvershadowingLowHighKCEThere are no currently known or expected plans for building on the south of the site. Only a substantial/high building would pose a risk of overshadowing
15
Panel.5Unforseen issue affecting panel performanceLowMediumKCEIf an unforseen issue arises that might affect the panel performance, RBK/the school will contact KCE immediately to advise that the issue has arisen.

19
Install.2Working at a schoolHighMediumKCE/RBKThe installer shall be contractually required to follow RBK H&S policies for school sites including generation of risk assessments and method plans as appropriate. Either the installer will provide only CRB screened staff to work on site, or KCE will provide constant supervision.

Planning
31
Plan.1Change in planning lawsLowMediumKCEKCE will work, as far as possible, within GDPOs to eliminate the need for planning consent (e.g. Panels stay beneath current roof line, 5m from edge of curtilage, and 1m from any roof edge). KCE will check for further covenants or restrictions; input from RBK would be appreciated
32
Plan.2Project falls outside of the scope of GDPOs and planning permission would be requiredLowMediumKCE/RBKKCE to check with RBK planning team that our proposed scheme falls within existing GDPOs
33
Plan.3Building control needing to be involved in projectLowMediumKCE/RBKKCE to check with RBK building control team that our proposed scheme falls within existing GDPOs

37
Fin.2Poor weather - less electricity generated than predictedLowLowKCEPV panels still perform in poor solar conditions. KCE to use actual data from installed panels to ensure that minimum panel performance has been allowed for. Ongoing monitoring of panel performance will enable KCE to build up a database of local PV panel performance for Kingston solar conditions.
38
Fin.3Negotiation with FiT payment supplierLowLowKCEKCE will begin the process early to minimise the impace of delays. Shareholders are not repayed until year 3 to allow time to build up a cashflow reserve and to allow for negotiations at the start of the FiT contract.
