HR 166Internet Investment, Innovation, and Competition Protection ActAmends the Communications Act of 1934 to prohibit the FCC from regulating the rates, terms, conditions, provisioning, or use of an information service or an Internet access service unless: (1) there is a market failure in the provision of such service; (2) there is substantial evidence such failure is preventing a substantial number of consumers nationwide from accessing a substantial amount of lawful Internet content, applications, and services of their choice on a continuing basis; (3) regulations are necessary to ameliorate such consumer harm; and (4) the FCC has performed a cost-benefit analysis determining that the benefit of such regulation exceeds its costs. HR 1895Do Not Track Kids Act of 2011 Amends the Children's Online Privacy Protection Act of 1998 to : (1) revise the definition of "operator" to exclude nonprofit entities that would otherwise be exempt from coverage under the Federal Trade Commission Act; (2) revise the definition of "disclosure" as the release of personal information (currently, the release of personal information collected from a child in identifiable form); and (3) apply the prohibitions against collecting personal information from children to online applications and mobile applications directed to children....unless such operator has adopted and implemented a Digital Marketing Bill of Rights for Teens that: (1) is consistent with the Fair Information Practices Principles established by this Act; and (2) balances the ability of minors to participate in the digital media culture with the governmental and industry obligation to ensure that such operators do not subject minors to unfair and deceptive surveillance, data collection, or behavioral profiling. HR 1981Protecting Children From Internet Pornographers Act of 2011(Sec. 4) Requires a commercial provider of an electronic communication service to retain for at least one year a log of the temporarily assigned network addresses assigned to subscribers or customers that enables the identification of corresponding customer or subscriber information. Prohibits access to such records from being compelled by any person or nongovernmental entity. Directs the Attorney General to study and report within two years on the provider compliance costs. HR 2055Consolidated Appropriations Act, 2012Title V. (Sec. 513) Prohibits the availability of funds under the Library Services and Technology Act, as amended by the Children's Internet Protection Act, to certain libraries unless they have made specified internet safety certifications.
(Sec. 514) Prohibits certain elementary and secondary schools from receiving funds under the Enhancing Education through Technology program of the Elementary and Secondary Education Act of 1965 unless their local educational agencies have made specified internet safety certifications. Title VII. (Sec. 726) Prohibits the use of funds by federal agencies to collect, review, create or contract for any aggregation of data by any means of any personally identifiable information relating to an individual's access to or use of any federal government or nongovernmental Internet site.
