Overview of the Revenue & D.M. Department

  1. In the early days of Assam Province under a separate Chief Commissionership between 1874 and 1905, the number of Administrative Departments was extremely limited.

  • Revenue Department, was truly multipurpose dealing with diverse subjects as Forests, Immigration and Labour, Finance, Commerce, Economic products like Silk, Indigo and Tea, Excise and Registration, Survey and Settlement, Agriculture, Veterinary, Irrigation and Canals, Cooperative Credit, Fisheries, Weights and Minerals, Famine and Food Relief, Debt Conciliation Board etc.

  • Over the years, depending on significance and growth of business, several new Departments were formed from the original Revenue setup.

  1. In 1903, the Accounts and Statistical Branch was reconstituted into Finance Branch which was soon organized as Finance Department when Assam became part of Eastern Bengal in 1905.

  • Department of Agriculture was established in 1907.

  • Fisheries Branch was taken out of the Revenue Department and placed under Veterinary Department much later.

  • From late thirties, Revenue Department was divided into two distinct branches viz Revenue General and Revenue Settlement.

  • After 1947, several Land Reforms measures were enacted necessitating a separate wing in the Revenue Department for better attention.

  • In 1956, Revenue Department was re-grouped into four major branches, as shown below:
    1. Revenue General Branch.
    2. Revenue Settlement Branch
    3. Land Revenue & Land Acquisition Branch
    4. Land Reforms Branch

Later on, the following branches were added.

    • Relief and Rehabilitation
    • Revenue Registration

    • Matters relating to constitution and re-organization of jurisdiction of field offices and instrumentalities incidental thereto.
    • Matters relating to transfer of property including agricultural and non-agricultural land.
    • Matters relating to land revenue including assessment, re-assessment and recovery of arrears of land revenue (Bakijai).
    • Matters relating to creation, merger and division of revenue villages.
    • Matters relating to Acquisition, Requisition and alienation of land.
    • Matters relating to service conditions of the human resources engaged for land administration including those in the Revenue and Disaster Management Department.
    • Matters relating to establishment of the Directorate of Land Records and Survey and Directorate of Land Requisition, Acquisition and Reforms.
    • Matters relating to Assam Board of Revenue.
    • Matters relating to training of revenue machinery including establishment of training institutions.

Survey and Settlement Branch

  • Matters relating to land surveys, cartography and cadastral mapping.
  • Matters relating to the formulation and implementation of land policy.
  • Matters relating to allotment, settlement, re-settlement, protection of Government land, conservation of reserved land, re-classification and conversion of land.
  • Matters relating to international inter-state and inter-district boundary.
  • Matters relating to tea garden, tea land and small tea growers.
  • Matters relating to tribal belts and blocks.
  • Matters relating to questions of policy related to land raised by Autonomous councils­ Bodoland Territorial Council (BTC), Karbi Anglong Autonomous Council (KAAC) and North Cachar Hills Autonomous Council (NCHAC).
  • Matters relating to land equity including settlement of land to landless people.
  • Matters relating to eviction of unauthorized occupants on government land.
  • Matters relating to conclusive titles, title guarantee and ancillary matters.

Land Reforms Branch

  • Matter relating to implementation of Central and State Land Reforms Laws, Land Advisory Committee, Agriculture Census Operation.
  • Matters relating to prohibition of land grabbing.
  • Matters relating to protection of hill and and ecological sites.
  • Matters relating to Land ceiling cases in urban and rural areas including management of ceiling surplus land.
  • Matters relating to Wakf Property and its management.
  • Matters relating to land tenures including the relation of landlord and tenant.
  • Matters relating to acquisition of land belonging to religious or charitable institutions of public nature.
  • Matters relating to implementation of Assam Accord.
  • Matters relating to infusion of technology in land governance and administration including e-governance projects.

Registration Branch

  • Matters relating to registration of deeds and documents including optional registrable documents.
  • Matters relating to rates of registration fees for registration of deeds and documents.
  • Matters relating to stamp duties other than duties or fees collected by means of judicial stamps.
  • Matters relating to rates of stamp duty in respect of documents other than those specified in the provisions of List-I of Constitution of India.
  • Matters relating to establishment of Inspector General of Registration(IGR) and its sub-ordinate offices and other instrumentalities incidental thereto.
  • Matters relating to zonal valuation of land.
  • Matters relating to stamps including digital stamping and e-stamping.
  • Matters relating to registration of marriages under Special Marriage Act, 1954, Hindu Marriage Act, 1955, The Indian Christian Marriage Act, 1872 and Assam Moslem Marriages and Divorces Registration Act,1935.

Disaster Management Branch

    • Matters relating to disaster management as emanating from (a) Disaster Management Act, 2005, (b) State Policy on Disaster Management and (c) State Action Plan on Climate Change.
    • Matters relating to post disaster recovery and re-construction including its financing.
    • Matters relating to relief, rescue, rehabilitation and payment of ex-gratia to victims of natural disasters.
    • Matters relating to disaster risk reduction road map and disaster mitigation.
    • Matters relating to establishments of Assam State Disaster Management Authority (ASDMA) and District Disaster Management Authorities (DDMA).
    • Matters relating to payment of ex- gratia to the victims of manmade disaster.

Details of Directorate of Land Records & Surveys

  • The Directorate of Land Records and Surveys is one of the oldest Directorates of Assam established in 1887 as the Directorate of Land Records and Agriculture with Mr. Henry Zouch Dirrah, as the first director.

  • Presently, the office is accommodated in its own building “Rajah Bhawan” at Rupnagar since 1998. Apart from Rajah Bhawan, the Directorate functions from three different locations of Guwahati such as Vendyking section at Beltola, Survey and Printing section at Dakhingaon.

  • The Directorate overseas the functioning of the Assam Survey & Settlement Training Centre presently functioning from its own campus at Rajah Nagar, Dakhingaon. The training centre imparts training to IAS/IPS/ACS/APS/ALRS/SK/Land Record Assistant and other officers.

Responsibilities of DLR&S

  • The DLR is overall in-charge of maintenance and updating of land records of the state through the Circle Officers under the Deputy Commissioners/Sub-Divisional Officers.
  • The DLR is the ex-officio Inspector General of Registration at state level.
  • The DLR works as Registrar General of Marriages.
  • The DLR works as Commissioner of Wakf Properties.
  • The DLR works as Superintendent of Stamps and is responsible for regulating and distribution of non-postal stamps in the State

�Survey Wing of the Directorate �

  • The Directorate of Survey shoulders the responsibility of survey of un-surveyed villages, demarcation of international boundary, inter state boundary, inter district boundary, circle boundary, village boundary.

  • The Directorate maintains boundary by constructing and erecting boundary pillars.

  • The Directorate is also responsible for printing and supply of maps.

  • The Directorate is responsible to preserve the strip sheets jointly agreed and signed by the neighboring countries.

  • The topo sheets prepared in earlier days are also preserved by the Directorate which are of use for making any reference in case of disputes which are commonly found in respect of Assam-Nagaland border, Assam-Arunachal Pradesh border etc.
