South Carolina Work-Based Learning/Training Agreement/Evaluation Plan

As a result of the new state career ready assessment and guidance for the rubric to assess employability skills, the OSES would like to provide clarification as to the requirements for the Work Readiness Assessment and the required rubric to assess the employability skills of students earning the Employability Credential.

Regulation 43-235 mandates work readiness assessment results that indicates the student is ready for competitive employment. In addition, regulation 43-235 mandates that a rubric be utilized to identify and assess employability skills of the students. The SC Work-Readiness Learning/Training Agreement/Evaluation Plan will serve as the rubric. Previously, the SKEMA was utilized as the rubric though now the SC Work-Readiness Learning/Training Agreement will be utilized for accountability purposes and the “Career Ready” Indicator.

Work Readiness Assessment

Meeting one:

1) Receive an achievement level of 3 or higher on the state career-ready assessment administered to all 11^th graders based on their 9GR- (WIN) SC Career Ready Test

2) Pass State approved Certification or Industry Credential in student’s field of study via CTE

(SC Industry-Based Certification Career Focus List)

3) Criterion-referenced assessment of work skills

Utilizing the South Carolina Work-Based Learning Training Agreement/Evaluation Plan

40 hours in one location

*Meeting any one of these options will deem the student to be “career ready” for accountability purposes, specifically for the “career ready” indicator

Let’s take a look at the WR Assessment Requirement for the Employability Credential. This requirement includes work readiness assessment results that deems the student is “career ready” for competitive employment (SBE Reg. 43-235(C)(2)(b)). Meeting any one of these three options will meet the “career ready” indicator.

Receiving an Achievement Level of 3 on the state career-ready assessment

The state’s current career-ready assessment administered to all eleventh grade students based on their 9GR is the South Carolina Career Ready Test, as offered through Worldwide Interactive Network (WIN). A student must obtain an Achievement Level of 3 or better to meet the work readiness assessment requirement for the credential and to meet “career ready” indicator.

For the purposes of the Employability Credential, the alternate career-ready assessments for students with significant cognitive disabilities who meet eligibility criteria as determined by the Individualized Education Program (IEP) do not meet the necessary work readiness assessment criteria for the credential.

State approved Certification or Industry Credential in student’s field of study Must pass state approved certification or industry credential that is aligned with IEP and IGP. The SC Industry-Based Certification Career Focus List is a document that includes current list of state approved certifications or industry credentials

Criterion-Referenced Assessment: It is expected that the student in the Employability Credential Course of Study participate in an internship. The Criterion-Referenced Assessment measures student performance against predetermined criteria aligned to work-based learning/training hours which can coincide with the 40 hour Internship utilizing the South Carolina Work-Based Learning Training Agreement/Evaluation Plan. There must be alignment to the student’s postsecondary goals for the WBL hours to count. Data analysis of assessment performance can determine competitive and independent employment in post-school field. Regulation 43-235 mandates that a rubric is to be used to measure Employability Skills of the student. The Work-Based Learning Training Agreement/Evaluation Plan can serve as a rubric to assess employability skills of the student, therefore meet the requirement.

As a resource, O*NET Tool for career exploration & job analysis can be utilized for Skills selection and the criterion-referenced assessment. SC Works Online Services is the largest workforce development database and where skills can be selected for the criterion-reference Assessment

South Carolina Work-Based Learning/Training Agreement/Evaluation Plan

This is the SC Work-Based Learning/Training Agreement/Evaluation Plan and is a Criterion-Referenced Assessment, and with the 40 hour Internship aligned to the students IGP, and an Employability Education Course, the student will receive the “career ready” distinction for accountability purposes, specifically the “career ready” indicator. As indicated, there is a job description of Tasks and responsibilities by worksite supervisor, a List of skills to be mastered within career pathway. There should be two evaluation reviews- a mid and final score and the student should score at least at # 3 Competent: Demonstrates this skill; aware of the importance of this skill

*Credential regulation 43-235 mandates that a rubric and guidelines to identify and assess the employability skills of the student should be in place. Again, the Training Agreement/Evaluation Plan can serve as the rubric.
