  • Because we have so many of us on the line, there will be mostly presentation and not any dialogue, but we do encourage everyone to use the Q & A feature of Teams.
  • Please be patient and allow us to present all of the information that we want to share before we address any of your questions.

Presidents Message:

The economy and our schools budget

Anticipated Great Recession/Depression

Some estimates predict a 60 million dollar shortfall for PPS

Revised State Budget comes out May 20th

We don’t know yet:

  • Will staffing need to be redone?
  • What will schools look like next year?

In the meantime, advocate for federal funds via NEA:NEA is calling for an additional $175 billion to stabilize education funding—the $30.7 billion authorized thus far is not nearly enough. Email your members of Congress and tell them to keep students learning and educators working.

President’s Message:

We are in this together

Work Share saves approximately 10 million dollars

It’s an unusual opportunity- but exactly what congress intended with the CARES act:

  • Save jobs
  • Stimulate the Economy

We are working on opportunities for charitable giving- especially to our PPS families and students. Be on the lookout for further communication.

In the meantime, give to the OEA Foundation, and apply for grants to help your families.

President’s Message:

Furlough Workshare

We are furloughed on Fridays:

  • Don’t work on Friday
  • Work week reduced from 25 to 20 hours

We are making up 3 days: June 8, 9, 10.

  • Planning Day on 11th,
  • furlough day on June 12th.

This means student only lose 2 instructional days, and meals are provided for an additional week.

Agreement on Workload under Distance Learning

In agreement

  • Teaching can be synchronous or asynchronous
  • Video conferencing not required
  • Evaluation:
    • Distance learning not used in evaluating educators
    • POAs held in abeyance

Still Working on it

  • Pay for IEP writing/conferencing
  • Workload for part time people
  • Specific language regarding workweek under four-day arrangement
  • The number and duration of meetings in a four day week

My principal is violating the new agreement, telling staff that they should be doing live video instruction every day. What can we do?

Special Education Update

Changes Won

  • Staff may document their parent/student contact using any system that they deem appropriate.
  • PLC’s and SIT are optional
  • Staff meetings are optional
  • Upon notification, your supervisor will help prioritize when you anticipate working beyond your 25 hours
  • Translation services available for IEPs and Distance Learning Plans
  • Communication is streamlined from SPED and will be coming out once a week as a “newsflash”

Building Rep Elections

Normally…

We hold Rep Elections live in April or May.

But with physical distancing…

We are working to develop a system to allow for a secure and confidential vote at each site.

For Now

  • Notify all the members at your site that Rep Elections will be coming up, and that all members are eligible to run.
  • Think about who is trusted and respected in your building. Talk to them about running!
  • Think about representation. Does your Rep team ballot include a balance of experiences that mirrors the members at your site? Consider grade level, subject, gender, race, and age.
  • You get to elect 1 Rep for every 9 members, so aim to get at least that many people to run.
  • Make a list of everyone running. We will have next steps soon.

Contract Exceptions

What is a contract exception?

It’s a limited modification of a provision in your union contract. It is specific to your building.

Who can initiate a contract exception?

Only members of the union at your building. A building administrator cannot initiate this process.

What is the procedure?

The PAT Building Head Rep (1)educates the membership on the potential impact of this exception; (2) Prepares a secret ballot and (3) conducts the election. Finally, the Head Rep will complete the PAT contract exception form found on the PAT website and submit to the PAT Advocacy Committee and await approval/denial.

What are the deadlines?

PAT Advocacy Committee reviews forms on a rolling basis with last date for submissions May 1st. Exceptions are only valid for the school year for which it was approved.

PAT Budget

PAT Executive Board has passed an Interim Budget

We may have to readjust the budget when we know more about staffing levels for next year

When we are back together as a Representative Assembly, we will vote to formally adopt the budget.

  • Based on current staffing levels (new dues x Jan 2020 FTE)
  • Largely maintains budget for Bargaining Organizing
  • Piloting Advocacy Cadre: training, release time, to allow members to better support our union's advocacy needs. (Contract, representation, evaluation, admin meetings)
  • Significant Increase to Racial Equity committee to support Racial Equity Socials, and Racial Equity PD for members
  • Adds back scholarship fund, to support future educators of color
  • Significant Increase to Social Justice and Community Outreach Committee, to support ongoing SJ Socials, Black Lives Matter at School Week of Action, and community event and student organizing

Move Out Process

Extraordinary Moves:

  • Includes packing up a library, lab, music room, theater.
  • Discuss the estimated number of hours necessary to pack this type of room with your administrator.
  • Come to an agreement.

Final Note:

  • Packing materials shall be provided at least two weeks prior to the move.
  • Packing may begin as early as 1 week after the end of the school year.
  • Unpacking may begin as late as 1 week prior to the first work day.
