The following additional measures aim to optimize resource allocation without compromising the quality of research, extension, and administrative functions:

  1. All Main Campus activities conducted in areas with an existing PSU presence, such as scouting for OJT housing, office assignments, or local data collection, must be strictly coordinated with the respective External Campus Directors. Whenever possible, personnel stationed at these External Campuses shall be requested to perform "low-specialization" tasks on behalf of the Main Campus to reduce the frequency of long-haul trips for tasks that can be handled locally, thereby saving significant travel time and fuel costs.

2. For Research and Extension (R&E) travel, the University shall implement a Cluster-Based Deployment arrangement. Instead of individual departments requesting separate vehicles, research teams heading to the same geographical zone, such as Southern or Northern Palawan, must consolidate their travel into a single multi-purpose trip. Furthermore, for extension projects, faculty are encouraged to utilize the nearest External Campus dormitory for residency rather than commuting back to the Main Campus, significantly cutting down on cumulative vehicle wear and fuel consumption.

3. For Administrative Operations such as site inspection, verification, and monitoring activities shall be temporarily done virtually. In cases where actual inspection is inevitable, other purposes shall be determined to maximize the use of the vehicle. The employees will also be given a choice to commute.

4. In instances where the dispatch of a PSU vehicle is not the most economical choice, a Public Transport Preference Policy shall be enforced. If the total cost of fuel, driver overtime, and maintenance for a university vehicle exceeds the cost of public transport fares—such as buses, shuttle vans, or boats—public commuting shall be the default mode of travel. Travelling expenses of less than 300.00 will not require receipts; above 300 up to 999 will require RER. Above 1k will sales invoice.

To support this, the University will prioritize the processing of travel reimbursements for those using public transport to ensure faculty are not financially burdened by choosing the more austere option.

5. The University may adopt successful best practices from agencies, such as a strict "Empty Return" Ban, where vehicles returning from a drop-off must be used for backloading supplies or personnel. The "Empty Return" Ban works by mandating that no vehicle travels back to the Main Campus without a secondary purpose.

Examples:

  1. Personnel Backloading: If a vehicle drops off a Research Team in Brooke's Point (South), it shouldn't come back empty if there are faculty members (or students) from the Brooke's Point Campus who need to travel to the Main Campus for meetings or enrollment tasks. They would "hitch" a ride back, saving the University from paying for separate public transport or dispatching another vehicle. Passengers should have travel order.

2) Logistics & Supplies: If a vehicle is returning from a Northern Campus (like Roxas or Taytay), it can be used to transport broken equipment (computers, chairs) back to the Main Campus for repair, or to bring harvested agricultural products from extension projects to the University's central laboratory or market.

3) Inter-Campus Transfers: It turns every return trip into a "shuttle service." Instead of the vehicle being a private taxi for one department, it becomes a shared university resource that must be "filled" before it heads home.

6. Faculty are further encouraged to utilize local campus assets, such as motorcycles or small motorpool units available at the External Campuses, for "last-mile" travel within a municipality rather than using a Main Campus SUV for short-distance local transit.

7. Strict adherence to a Preventive Maintenance (PM) schedule is also required to avoid the high costs associated with emergency repairs and towing in remote areas.

8. GPS and fuel monitoring shall be performed as one of the SOPs to prevent unauthorized detours, while a "Virtual-First" monitoring policy for OJT and extension milestones should be done to reduce the necessity for physical travel to only the most critical project phases.

In exceptional cases where inter-campus travel (e.g., from an External Campus to the Main Campus) is approved by the Office of the University President (OUP) for official transactions, travel expense claims shall be capped at a maximum of three (3) days for land travel and five (5) days for sea travel. Any stay exceeding these prescribed durations requires a formal justification and prior approval from the OUP. Should an extension be granted, it shall be considered on official time only, with the concerned personnel or official required to utilize available University dormitory facilities to eliminate additional lodging costs.

All officials and personnel are encouraged to use PNPKI Digital Signatures and official email correspondence for the signing and acting upon of official documents (e.g., accounting documents, procurement documents, certifications, and reports). Under the Electronic Commerce Act of 2000 (Republic Act No. 8792), electronic signatures are legally recognized and carry the same weight as traditional pen-and-paper signatures. Transitioning to a digital workflow eliminates the need for "courier-only" trips—where vehicles are dispatched solely to transport physical documents—thereby drastically reducing fuel consumption and vehicle mileage. The MISO is directed to lead the implementation of this strategy in coordination with the other officials concerned.
