GovStack playbook provides examples of different prioritization criteria commonly use by digital teams to structure their gov services digitization road map. Criteria varies according to contexts and needs and provide guidance to ICT investments, DPI/BB implementation, & citizens satisfaction.

Example of the prioritization exercise run in collaboration with the Ministry of Digital Economy and Innovation (MENI) Djibouti

Prioritization departed from a pre identification of 10 high priority services by the MENI. A workshop with the Government entities responsible for these services took place to transform the initial list into actual user journeys, mapping its as-is, and to-be to identify current & future technology stack, complexity in the to-be journey, possible reforms need it to digitize the service and jointly decide which services among the initial 10 should be digitized first.

Feasibility:

Services should be own by Entities from which MENI can easily collaborate with.

Service can re-use current tech stack available in Djibouti and complemented with new DPGs/BBs to be re-use by other services at scale.

Prioritization criteria varies according to country context and needs. For this particular case the following criteria was defined:

High-level problem statement & user needs assessment:

  • In order to achieve streamlined and sustainable urban development, Federal / Local Governments control construction of buildings by mandating permits before construction
  • In most cases the process to avail Construction Permits involves submission of an application supported by various clearances, no-objection certificates along with a building plan to the permit issuing authority
  • Manual processes related to scrutiny, approval or rejection of construction or renovation permits is a time consuming process for both citizens and public servants participating in the process
  • A digital construction permit aims to automate the entire construction permits approval process right from enabling online submission of plans, documents to initiating verification and final approval of the plan.
  • Citizens can track their permit approval or inspection status, pay fees online, download and print the Permit Order online
