Q1 if you consider Germany (25% of EU GDP) PSI directive

Q2 it didn't succeed to convince some administrations, like in Germany, that re-usability is wanted, non-reusable-friendly adminstration can avoid providing data
Q3 not relevant, since it doesn't provide the combination of
right to access and re-use in one step
