CONSIDERATIONS

  • Community opposed
  • Can’t take decision in isolation – comes on top or urban boundary expansion, Tewin and clearcut
  • Scope of Environmental Assessment did not include municipal solid waste so impacts not considered
  • Within Bearbrook Watershed – ecologically significant with Provincially Significant Wetlands and groundwater recharge areas nearby
  • Water concerns of nearby residents – many on wells; farms depend on clean water for safe food
  • Leda clay = instability and higher risk
  • Incineration not a preferable option as many negative impacts (including need to landfill toxic ash)
  • City ownership of any landfill is preferable to private sector

RECOMMENDATIONS

  • Conduct new Environmental Assessment that considers full scope of project
  • Conduct a human health risk assessment
  • Commit to only use site once Trail Road landfill has reached full capacity – consider other uses in interim such as generating renewable energy
  • Ensure neighbouring residents have access to clean water – extend city water system
  • Use newest technologies
  • Commit to never accepting toxic material
  • Commit to not accepting waste from outside Ottawa
  • Continue and accelerate work to reduce material going to landfills in Ottawa
