Health Education = Health Literacy

Primary goal of Health Education is HEALTH LITERACY for all students. Health literate students can understand basic health information, directions, and services needed to make informed personal health decisions which may also contribute to healthier communities.

  • Critical thinkers and problem solvers when confronting health issues.
  • Have competence and skills to use basic health info and services in health-enhancing ways.
  • Effective communicators who organize and convey beliefs, ideas, and info about health issues, translating their knowledge to applied practices
  • Responsible and productive citizens who help ensure that their community is kept healthy, safe, and secure.

Expert Panel Releases Recommendations re: Physical Fitness Testing to State Board

Recommendation 1: Seek legislative authority and funding to:

  • Develop a new program of PFT assessments that are aligned with state law and content standards

  • Disallow the use of PFT assessments for academic grades

  • Allow parents to exempt students from PFT

  • Provide funding to support PFT administration

  • Evaluate PFT programming

Expert Panel Releases Recommendations re: Physical Fitness Testing to State Board

Recommendation 2: Develop an assessment program that is aligned with state content standards that includes:

  • Developing a valid, reliable and fair physical performance test

  • Test administration by trained educators in a safe and supporting environment

  • Measures improvement over time and excludes body composition

  • Provides students with reports that are meaningful and actionable

  • Provides date to schools/districts to inform student health and wellness policies

  • Provides electronic data to parents/guardians

  • Study on new physical performance tests to assess validity, reliability and fairness

  • ALL 5th, 7th and 9th Graders Should Be Tested In:
    • Aerobic Capacity (Limited to Mile, PACER or Walk Test)
    • Abdominal Strength & Endurance (Curl-Up)
    • Upper Body Strength & Endurance (Push-Up, Modified Pull-up, Flexed-Arm Hang)
    • Trunk Extensor Strength & Flexibility (Trunk Lift)
    • Flexibility (Shoulder Stretch or Sit-n-Reach)

  • DO NOT Collect Body Composition Data (gender, height, weight, bday, BMI)

  • Testing Window: February 1, 2024 - May 31, 2024

  • LEAs Establish Process to Ensure Student Privacy

  • Students with Disabilities Should Complete As Much PFT as Their Condition Allows

  • LEAs May Want to Consider
    • NOT using Healthy Fitness Zones with students
      • Focus on students doing their “best” instead of meeting a minimum score
    • Implementing practices/training to keep scores private and discourage bullying/body shaming
    • Direct communication of PFT changes/expectations to physical education teachers and others who administer PFT
    • Updating score reporting docs/systems to reflect changes to PFT

What You Need to Know and Do re: PFT

Programming re: PFT Should:

  • Start PFT programming right now, for ALL students
  • Be based on grade level standards, not individual test scores
  • Tracking fitness - Developing fitness plans
  • Setting personal goals - Working towards personal goals
  • Give students options to personalize their learning

PFT Reporting for 2023-24

  • Individual student data will NOT be reported to CDE

  • Districts may collect PFT data at local level
    • No body composition
    • No use of Healthy Fitness Zones

  • Every school will report PARTICIPATION DATA on SARC
    • Percentage of each grade level that completed each PFT component
      • 98% of 5th graders participated in PFT Aerobic Capacity
      • 100% of 5th graders participated in PFT Flexibility
      • 92% of 5th graders participated in PFT Upper Body Strength & Endurance
      • 92% of 5th graders participated in PFT Trunk Extensor Strength & Flexibility
      • 98% of 5th graders participated in PFT Abdominal Strength & Endurance

PFT Impact on Student Scheduling

  • Physical education is a required course of study in grades 1-12 (Ed Code 51220(d))

  • Because Healthy Fitness Zones will not be calculated, the 2-Year Exemption is not available (Ed Code Section 51421[b][1])

  • LEAs may allow students to request a Permanent Exemption
    • 16 years of age or older and has been enrolled in grade 10 for one academic year or longer (Ed Code Section 51421[c][1])

  • Bottom Line: Ed Code requires ALL current 9th grade students to enroll in physical education in 2024-25 for their 10th grade year
    • Included in Physical Education Federal Program Monitoring (FPM) by CDE
