The Every Student Succeeds ACT requires that each Title I School hold an Annual Meeting of Title I parents for the purpose of…

What is Title I?

  • Title I is the major component of the Elementary and Secondary Education Act (ESEA) and the largest federal assistance program for our nation’s schools.

  • The goal of Title I is a higher quality of education for every child.

  • The program serves millions of children in elementary and secondary schools each year. Chancellor Avenue School operates a Title I schoolwide program.

How Title I Works?

  • Title I funding flows from the U.S. Department of Education (as appropriated by Congress) to the New Jersey Department of Education (NJDOE).

  • The NJDOE allocates funds to the Newark Board of Education based on the number of low-income children that reside in the District.

  • Title I schools spend the funds allocated based on the Annual School Planning system application (ASPS).

  • Chancellor Avenue School implements a Title I School-wide Program.

Title I Schoolwide

Title I Schoolwide funding provides:

  • Smaller classes;
  • Additional teachers and paraprofessionals;
  • Additional training for school staff;
  • Extra time for instruction (before and/or after school programs);
  • A variety of supplemental materials and equipment.
  • Parental Engagement activities

Title I Funds

  • Chancellor Avenue School generates $[insert # of dollars based on the Schoolwide Title I Budget amount in your school’s ASP] through Title I to pay for programs and services for our students.

  • Title I funds are blended into the local budget and support the instructional programs and services provided by the school.

Title I Annual Schoolwide Plan

  • The Title I Annual Schoolwide Plan is developed with input from various stakeholders.
  • Title I Districts and schools are required to conduct a comprehensive needs assessment and root cause analysis to identify student and staff needs.
  • The Annual School Plan is developed to determine appropriate programs, services and activities. After the plan is implemented, the school must evaluate the plan.

SMART Goals

Smart Goal 1: By June 2024, at least 60% of students will meet or exceed their MAP growth target at all grade levels projected from the MAP Growth assessment in Reading administered in Fall 2023.

Smart Goal 2: Students in grades K-8 will participate in activities that promote positive interaction with peers and others through the use of the Social Emotional Learning (SEL) Competencies related to conflict resolution and communication. This participation will results in an 10% increase on the indicator for conflict resolution from fall to spring on survey.

Smart Goal 3: By June 2024, at least 60% of students will meet their anticipated student growth goal (RIT) on the MAP test, focusing on pedagogical practices to ensure students have procedural fluency, conceptual understanding and technical writing skills resulting in an increase in the overall proficiency of students.

Smart Goal 4: By June 2024, Chancellor K-8 students will meet at least a 90% Daily Attendance Rate while decreasing the schoolwide chronic absenteeism rate by 5% to 23.3%

Who Decides How Funds Are Used?

  • Various stakeholders collaborate throughout the school year. The stakeholder groups are composed of:

    • Parents/Guardians (required)
    • Principal
    • Teachers
    • Other staff that work at the school
    • Students (required for high schools)
    • Community members and organizations

Parent’s Rights -Right to Know letter

  • Be involved and request regular meetings to express your opinions and concerns.

  • Be provided information on your child’s level of achievement and academic growth, if applicable and available, on each of the State academic assessments.

  • Be timely notified when your child has been assigned, or has been taught for 4 or more consecutive weeks by a teacher who does not meet applicable State certification or licensure requirements at the grade level and subject area in which the teacher has been assigned.

  • The ESSA law requires that all Title I schools and families work together.

  • The school Title I Parent and Family Engagement Policy and Parent School Compact describe HOW the school will involve the parents in an organized, ongoing, and timely way as well as the planning, review, and improvement of the Title I program at their school.

  • The Parent/School Compact component describes the responsibilities of the school, the parent, and the student for improved student achievement.

  • The Policy is available electronically, printed and available to parents during Back to Night and Parent/Teacher Conferences each year.

  • Convene an annual meeting to inform parents of Title I students regarding Title I requirements and their rights to be involved in the Title I program.
  • Offer meetings at flexible times to maximize participation.
  • Provides parents of Title I students with timely information about Title I programs via:
    • Automated Calls
    • Flyers
    • Emails

  • You have the ability to influence your child’s education more than any teacher or school.

  • You know your child best:
    • Share information about your child’s interests and abilities with teachers; and
    • Ask to see progress reports on your child and the school.
