  • Identify people at the state who understand the state’s data.
  • Have regular discussions with the state about data; don’t wait until you need something urgently.
  • Encourage the state to use data for more than program evaluation.
  • Ask for data.
  • Make sure different people have the chance to analyze the data from multiple perspectives.
