Who was Jean Monnet?

  • A French cognac trader who left school age 16 to travel the world, discovered the power of collective action, devoted his life to uniting people, and launched the European integration project.

Why “Jean Monnet Actions”?

Jean Monnet believed that triggering real, deep change required focusing all efforts on one decisive action. Today, the most important driver to building a united Europe is education.

Why “Jean Monnet Actions”?

  • Jean Monnet was the first « salesman of Europe ». He knew how to convince people of the need for European unity, using simple words which everyone could understand and which still resonate today. He was, fundamentally, a master European educator.

Scope of Jean Monnet actions: European Integration Matters

European Union studies refer to the study of Europe in teaching, learning and research about the European Union, its entirety, its history, aims structures, functions and/or its policies.

Scope of Jean Monnet actions

  • Public Diplomacy Focus

Jean Monnet actions also strive to function as a vector of public diplomacy towards third countries. They should promote EU values and enhance the visibility of what the European Union stands for and what it intends to achieve.

  • EU Policy Focus

Jean Monnet actions should contribute to spreading knowledge about how these policies can benefit the daily lives of citizens in the EU and/or abroad, and/or how these can influence the policymaking system, in similar fields, either at the Member State level or abroad at a national, regional or global level. A link should be displayed between the subject of the proposal and the relevant EU policy or topic(s).

  • EU Dimension Focus

Jean Monnet activities should promote active European citizenship and the founding values of the European Union of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities (Article 2 of the Treaty on European Union).

Any higher education institution in the world can apply. The exceptions are higher education institutions from Belarus and the Russian Federation, which cannot apply.

2. Jean Monnet actions in other fields of education and training - Aims

  • Promoting active citizenship and common values; learning about the objectives and functioning of the EU, promoting active citizenship and common values of freedom, tolerance and non-discrimination.
  • Enhancing the professional development of teachers and trainers by introducing the European dimension of teaching at school.
  • Promoting EU literacy; fostering a better understanding of the EU and the functioning of its institutions, addressing the lack of knowledge about the EU while tackling disinformation.

Teacher Training

  • Higher education Institutions providing initial and/or in-service training to teachers of schools and/or VET institutions (ISCED 1 - 4) and holding a valid ECHE; OR

  • Teacher training institutions or agencies providing initial and/or in- service training to teachers of schools and/or VET institutions (ISCED 1 - 4).

The applicant must be established in a Member State of the EU or a country outside of the EU associated with the Erasmus+ Programme.

Learning EU Initiatives (NOT for HEIs!!!!)

  • Any school or vocational education and training institution (VET) (ISCED 1 – 4).

3. Jean Monnet Policy Debate

Large thematic networks in Higher Education in order to collect, share and discuss among the partners research findings, content of courses and experiences, products (studies, articles, etc.). The coordinator of the network selects the most innovative and interesting results to be provided to the Commission.

  • A HEI established in the EU Member States and third Country Associated with the Erasmus+ Programme or

- in a third country not associated to the Programme targeted by this action (Erasmus+ Region 12: Canada and United States).

Maximum EU Contribution: 1,200,000 EUR

C) Networks in other fields of Education and Training

Activities facilitating a common understanding on learning methodologies about European Union matters among practitioners working in different contexts, facing different challenges and constraints due the national legislations and the structure of the curricula.

  • Who can apply? EU Member States or third countries associated with the Erasmus+ Programme
  • Aims
    • Offer support to schools & VETs, (ISCED 1 – 4), and/or higher education Institutions involved in Teacher Training /Education for boosting knowledge on how to teach European Union subjects;
    • Exchange of knowledge, collaborative working on specific subjects and on methodologies, co-teaching experiences;
    • Enhancing cooperation between different schools/VETs (ISCED 1 – 4), teacher training/education providers; creating a solid and sustainable knowledge platform.

Maximum EU Contribution: 300,000 EUR

Jean Monnet Actions - Award Criteria (2021-2027)

Although there are slight differences between Jean Monnet actions, to be considered for funding proposals must score at least 70/100 points in total and 15/25 points in each award criterion. There are four award criteria and each is worth a maximum of 25 points.

Tips for Applications

  • Be coherent!

Avoid contradictions and “cut and paste” style applications

  • Be explicit!

Take nothing for granted and don’t assume that experts have prior knowledge in your area. Avoid abbreviations or explain them.

  • Be clear!

Read the questions carefully, provide information in the correct order as indicated in the form.

  • Be concrete!

Use examples, justify your claims, provide evidence.

  • Be realistic!

The application is the basis of your project to be; it is also the cornerstone of the commitment you will sign.

  • Keep it simple!

Use short sentences, vary the length if you wish to make it more interesting but keep it simple and focused.

  • Remain focused!

Concentrate exclusively on what is asked of you.

  • Double-check your proposal!

Make sure you have followed all instructions and the proposal meets all mandatory requirements.
