Appointments and Time Base Entitlements

Entitlement to a one-year contract with time base equal to or greater than your time base in the prior AY when:

- Worked two consecutive semesters in the same AY in the same department and

- Offered a similar assignment in the same department in the next AY and

- Work for which you are qualified is available (CBA 12.3).

If you work in both the spring semester and a stateside summer semester and are appointed again in the next fall semester, the spring and summer semesters count as two consecutive semesters for purposes of entitlement to a one-year contract (CBA Appendix F).

One Semester and One-Year Appointments

If you have a part-time one semester or part-time one-year entitlement, you have the right to “careful consideration” for reappointment.

If there is no available work for which you are qualified, you do not receive reappointment (CBA 12.4).

If there is some available work for which you are qualified but not enough to fulfill your time base entitlement, you may receive an appointment for a lower time base due to budget and enrollment considerations (CBA 12.3 and 12.5).

One Semester and One-Year Appointments

If you have a full-time academic year entitlement, you have the right to “careful consideration” for reappointment.

If there is no available work for which you are qualified, you do not receive reappointment (CBA 12.5).

If there is some available work for which you are qualified but not enough for full-time, you may receive an appointment for a lower time base.

If appointed to a full-time one-year contract, your time base can be reduced in the spring semester if there is insufficient work available (CBA 12.29.b.5).

One Semester and One-Year Appointments

Entitlement to a three-year contract when:

- Worked six consecutive academic years* in the same department and

- Work for which you are qualified is available and

- You received a satisfactory evaluation and

- There are no documented serious conduct problems.

*CBA requires one semester of work in each of six consecutive years in the same department.

A stateside summer only appointment does not count toward the six consecutive years for appointment.

Three-Year Appointments

Time base of three-year contract is determined by:

- Time base of sixth year prior to beginning a new three-year contract or

- Time base of third year of previous three-year contract.

If there is insufficient work available to fulfill those times bases, you can be appointed to a lower time base.

Three-Year Appointments

Time bases of part-time lecturers in the 2nd or 3rd years of their three-year contracts may be reduced if there is insufficient work for which they are qualified.

If time bases are reduced in the 2nd or 3rd years of contracts, lecturers maintain their “contractual entitlement” throughout the duration of their three-year contracts (CBA 12.12.e).

If you have a part-time three-year contract and are offered work up to and including full-time, your entitlement during your contract is not increased (CBA 12.5).

Three-Year Appointments

Full-time lecturers in the second or third years of their three-year contracts have unconditional appointments and are paid full-time throughout the duration of their three-year contract even if there is not enough work available to meet their full-time time bases (CBA 12.6).

If there is no work is available to support initial or subsequent three-year contracts , your name is placed on the department recall list for up to three years (CBAA 38.48).

Written notice.

Recall list establishes reemployment rights for lecturers eligible for three-year appointments.

Must inform chair in writing by July of each year of your interest in and availability for work and provide current, accurate contact information.

Available work is first assigned to:

-T/TT faculty

-FERP faculty

-Administrators

-TA’s

-Volunteer faculty

Next, work is offered to qualified lecturers who have performed satisfactorily in the following order.

For the Fall Semester

1st, work is offered to all three-year, full-time appointees.

Next, work is offered to continuing multi-year, full-time appointees (rare).

Next, work is offered to three-year, part-time appointees up to their time base entitlement.

Next, work is offered to individuals whose names appear on the department recall list.

For the Fall Semester

Next, work is offered to continuing multi-year, part-time appointees (rare).

Next, work is offered to visiting faculty (rare).

For the Fall Semester

Next, “careful consideration” is given to all other lecturers who were employed in prior academic year who have applied for subsequent employment.

Lecturers in this category may be offered work in any order but…

If a lecturer who has a time base entitlement is appointed, their time base needs to be fulfilled if work is available for which they are qualified.

If lecturers have no time base entitlements, they may be appointed at any time base.

For the Fall Semester

If work remains, it is offered in the following order:

1st, to qualified three-year part-time appointees up to and including full-time, unless a one-year appointee is objectively determined to be demonstrably better qualified.

2nd, to qualified one-year, part-time appointees, up to and including full-time.

3rd, to any other qualified candidate.

For the Spring Semester

Same except …

Continuing one-year, full-time appointees and continuing one-year and multi-year, part-time appointees have preference above visiting faculty and the careful consideration group.

Maximum WTU

Normally cannot be assigned more than 15 WTU per semester.

Exception when it is necessary to meet your time base entitlement.

Example:

Lecturer has 1.0 time base (full-time) and already has been assigned 12 WTU for the semester. The only remaining course for which the lecturer is qualified is 4 WTU.

The 4 WTU course can be assigned to the lecturer to fulfill their time base entitlement.

Excess 1 WTU is compensated as an overload or lecturer can receive a workload reduction in subsequent semester.
