Local Place Plans – What are they?

  • To help shape the places where we live, work, and play.

  • New opportunity for communities to feed into the planning system by setting out their ideas, aspirations, and proposals about how land is developed and used in their local area.

  • Communities are responsible for creating and producing Local Place Plans.

  • Can be taken into consideration during the preparation of the next Local Development Plan (LDP).

Invitation to create a Local Place Plan

  • Communities (community councils and other community-controlled bodies) are invited to create Local Place Plan.

  • It will be up to each community body to decide if they want to prepare a Local Place Plan, or whether existing plans already cover the community’s needs.

  • Creating a Local Place Plan may not be the right fit for every community, particularly where there are other existing, well established, ways for communities to help shape their places, for example through the Local Outcome Improvement Plan (LOIP) and Locality Plans.

The Local Place Plan Process

  • Who; Community Council or community-controlled body.
  • Where; does not need to be a Community Council boundary.
  • What; Information gathering and conversations.
  • Have regard to; National Planning Framework 4, Local Development Plan, Locality Plan.
  • Why; set out the reasons for amending the Local Development Plan.
  • Information notice.
  • Support for the local place plan.
  • Submit and await validation.

The Form and Content

  • Details of the community body/ Community Council(s)who prepared it.

  • A map showing the area the Local Place Plan relates to - to enable the boundaries of the Local Place Plan area to be identified. The map must identify the location of any land or buildings which the community body/ Community Council wishes to identify as being of particular significance to the local area.

  • A statement setting out the development proposals or use of land within this area, this can include policies.

The Form and Content

Examples of what could be considered as development or use of land (not an exhaustive list)

  • Sites which support climate change adaptation, such as renewable energy or flood mitigation;
  • Local initiatives for the promotion of active travel and community food growing;
  • Sites for housing, including for affordable housing, new or retained local employment or new tourism/community facilities;
  • Retaining, improving, and expanding quality open space and green/blue infrastructure and play facilities;
  • Conservation of the natural/built environment;
  • Improvements in the town/neighbourhood centre;
  • Support for an existing policy in a Local Development Plan, or ideas for improving, changing or expanding existing policies (and why);
  • Support for a national development, as featured in the National Planning Framework.

Proposed Local Place Plan

  • Send a copy of the proposed Local Place Plan and an information notice to:

- each Councillor for the Local Place Plan area

- a community council if any part of there are is within, or adjoins, the Local Place Plan area.

  • Information Notice contents:

- a brief description of the content and purpose of the Local Place Plan, and

- information as to how and to whom any representations on the content of the proposed Local Place Plan should be made, and the date by which they should be  made (cannot be less then 28 days after the date on which the notice was sent).

  • Maintain clear records.

Submitting the Local Place Plan

  • Submit to Local Authority to be validated.
  • Validation notes the steps within the legislation have been followed.

Information that needs to be submitted to validate:

  • A copy of the Local Place Plan.
  • A copy of the written constitution of the community body (unless it is a Community Council).
  • Contact details (address and email) of the Community Council/ body or its nominated representative.

Submitting the Local Place Plan

  • Evidence of compliance with the requirements to contact community representatives:

- A list of the councillors contacted;

- A list of the community councils contacted;

- A copy of the information notice.

  • A statement explaining how the Local Place Plan has regard to:

- the Local Development Plan;

- the National Planning Framework; and

- any Locality Plan for the Local Place Plan area.

Submitting the Local Place Plan

  • An explanation of how the Local Place Plan proposals might align with, or differ from, the relevant policies and development proposals in the National Planning Framework, Local Development Plan and Locality Plan, and why the Local Development Plan should be amended.

  • A statement setting out:

- the level and nature of support for the Local Place Plan; and

- the basis on which this view has been reached, including a description of any consultation in respect of the proposed Local Place Plan.

- a brief description of the activity or activities.

- an estimation of the number and interests of people/organisations involved.

- a brief summary of what views were expressed, both in support of, or where they were in opposition to, the proposals.

Submitting the Local Place Plan

  • Any additional relevant documents including:

- evidence and data referred to in the Local Place Plan.

- how proposals might be delivered.

  • Note: No personal or identifying information required.

Local Place Plan Register

  • Once submitted ACC will make sure all legal requirements have been met.
  • If the Local Place Plan is valid – ACC will register the Local Place Plan and let you know. A public register of Local Place Plans, and associated documents will be online.
  • If the Local Place Plan is not valid – ACC cannot register the Local Place Plan and let you know why, to allow for modification and resubmission.
  • Validation does not mean that the proposals submitted have been accepted – a separate assessment process will need to be undertaken before any proposals are incorporated into the next Local Development Plan.
  • During the Proposed Plan Preparation stage, we will take account of the registered Local Place Plans.
  • Your Local Place Plan can be removed from the register at your request, or if you seek to replace the Local Place Plan.

When can we create a Local Place Plan?

  • Local Place Plans can be submitted at any time, but to have the most influence in the LDP process they should be submitted as early as possible.

  • Should be submitted by e-mail to LPP@aberdeencity.gov.uk  (we are the suggesting the end of September 2025 to tie in with the call for ideas stage).

  • A Local Place Plan that is submitted after that date can still be registered.

  • Happy to answer any questions and can advise on where to find information or discuss the process of creating a plan.
