The Torah was given in the desert of Sinai The desert is an inhospitable place, devoid of physical comforts and full of dangers to life. In such a place, seemingly bereft of Godliness, the only advice is to call out to God and ask Him to reveal Himself (Likutey Halakhot VII, p. 51a-102).

Every person has a level of authority. At the very least, an individual has authority over himself. He must strive to control his evil inclination. The Torah is a very great light which cannot be attained in its entirety; it must be divided into smaller units to be received. By subdividing the nation, Moses taught the people that the only way to receive the entire Torah is to acquire a measure at a time until it builds into a whole (Likutey Halakhot VII, p. 32).

Israel encamped there
�[The phrase vayichan-sham (ויחן-שם, literally, "he encamped there") is written in the singular form.] The Jews were totally united, as one man with one heart (Rashi). It is impossible to draw a revelation of Godliness without unity (Likutey Halakhot II, p. 432). The main path to receiving the Torah is through unity (ibid., I, p. 468).

The word SINaI (סיני) has the same numerical value as SuLaM (סלם, ladder). G-d gave the Torah on Mount Sinai because it was the smallest mountain, the symbol of humility (cf. Sotah 5a) . Humility is the "ladder" with which we can ascend to spiritual heights (Likutey Halakhot VIII, p. 259a) .

Thunder and lightening
When God gave the Torah at Sinai, the effects were felt all over the world. Non-Jews came to Balaam to ask him what was happening, and Balaam responded by offering a Torah teaching of his own (Zevachim 116a). A similar process occurs today. Parallel to the Giving of the Torah, great tzaddikim reveal awesome Torah teachings. But when they do, unworthy people—corresponding to Balaam—provide their own interpretations and ideas. The ability of the latter people to reveal Torah is not inherent within them, but stems from the tzaddik’s teachings (Likutey Moharan II, 57).�

Do not murder (20:13)
How were the Ten Commandments given? Five on one tablet and five on the second tablet. This means that “Do not murder” corresponds to “I am the L‑rd your G‑d.” The Torah is telling us that if one sheds blood, it is as if he has reduced the image of the King. What is this analogous to? To a king of flesh and blood who entered a country and put up portraits of himself, made statues of himself, and minted coins with his image. After a while, the people of the country overturned his portraits, broke his statues and invalidated his coins, thereby reducing the image of the king. So, too, one who sheds blood reduces the image of the King, as it is written (Genesis 9:6): “One who spills a man’s blood . . . for in the image of G‑d He made man.”
