What exactly is High Quality Student Data?

  • High-Quality Student Data is data generated from instruments (assessments) deemed to be of high quality

  • In place of the Student Growth Measures portion of the OTES 1.0, teachers will use at least two measures of High-Quality Student Data to show evidence of student learning attributable to the teacher being evaluated.

  • HQSD is embedded in the Teacher Performance Evaluation Rubric. It has no greater weight in the overall evaluation than any other component in the rubric
  • Although still important, the student academic growth “score” is no longer a major focus; the focus now is on the teacher’s use of data to enhance practice and improve student learning

Data Guidance Tool

High-Quality Student Data Guidance Tool involves two sets of criteria:

  • The first set of 7 criteria focuses on the instrument
  • The second set of 4 criteria addresses the teacher’s use of the data.

Required Criteria for HQSD

The HQSD instrument used must have been rigorously reviewed by locally determined experts in the field of education to meet all the following criteria: 

Align to learning standards

Measure what is intended to be measured

Provide trustworthy results

Be attributable to a specific teacher for course(s) and grade level(s) taught

Demonstrate evidence of student learning (achievement and/or academic growth)

Follow protocols for administration and scoring

Not offend or be driven by bias

Required Uses of HQSD

The teacher must use the data generated from the HQSD instrument by:

Critically reflecting upon and analyzing available data, using the information as part of an ongoing cycle of support for student learning.

Informing instruction, adapting instruction to meet student needs based upon the information gained from the data analysis.

Considering student learning needs and styles, identifying the strengths and weaknesses of an entire class as well as individual students.

Measuring student learning (achievement and/or growth) and progress towards achieving State/local standards.

  • Individualized to the needs of the teacher and students
  • Teachers are accountable for the implementation and completion
  • Propose a sequence of appropriate activities leading toward the goal(s)
  • Must be based on the most recent evaluation and observations

  • Intended to be one academic year in duration
  • Continually monitored and discussed with the evaluator throughout the year (recommended at least 3x a year)
  • Must be aligned to district goals

By the end of the 22-23 SY, all students will demonstrate a year+ growth as evidenced by district approved HQSD or vendor assessments.

  • How many action steps and indicators do I need?
    • You will need at least 3 action steps total.
    • Then you will need one indicator per action step.
  • How do I write a goal?
    • By the end of the 22-23 school year, I will (verb) (focus area from self-assessment) in order to (what impact will this have on your teaching/student learning?).
    • Example: By the end of the 22-23 school year, I will increase my knowledge of different assessment practices to better meet the needs of my students.

Organizational Documents

  • Staff members will receive a letter with their 2022-2023 evaluation cycle from their building administrator soon.

Professional Growth Plan

  • Professional Growth Plans submitted electronically in OhioES by September 30.

(Remember, we will not PIN the PGP until the end of the year)

High Quality Student Data

  • Staff without NWEA MAP must submit their HQSD assessments to their building administrator on/before September 14, 2022 for approval prior to administering them.

  • HQSD Verification forms for all staff are to be completed on/before September 14, 2022. (form)
