Intersect Governance

In this context governance is the structure within Intersect which supports information flows and decision making.

What good looks like:

  • Effective Membership Community Engagement
  • Empowered and devolved delegation of authority.
  • Established and effective information flows
  • Known and effective interdependencies
  • Known rules of engagement (ie community and committee voting)
  • Measuring Success (progress and quality)

  • Note: This aligns with but does not currently include Intersect Business Reporting (Simo) which reports progress against OKRs.

Layers of Committee Governance

Special Interest Groups

Working Groups

Informal type groups formed around a delivery agreed with the aligned steering committee. Quickly spun up and down to deliver against the purpose of the committee

Sub Committees

Formal team taking responsibility for a specific scope of a steering committees purpose. (ie Parameters into TSC)

Standing Committees

Informal Groups where the community can come together to discuss topics of interest with no pressure of delivery. Loosely aligned to a committee so they have easy routes and access into Intersect.

Special Interest Groups have the largest area as this is where we hope to see the community participating and feeling like they have a “home” and adding their own personal value to Intersect and the Cardano ecosystem.

Committee Elections

As part of the AMM we are going to undertake elections for the steering committees and community member seats on the Intersect Executive Steering Committee.

We need to get this right. The community need to feel that they have had a fair right to vote for their committee member seats.

This is going to take effort, both to organise, engage and publicise.

Committee Election Plan

July - Engage on the the approach and process. Seek feedback on how we achieve diversity in the committees

August - Publicise approach and process, engage to warm up community and get them talking and considering who they would like to see as candidates. Ensuring the community feel involved and the approach is fair.

September - Open applications, engagement events, questions and answers

October - Announce candidates at AMM and open voting. Opportunities for show and tells as breakout sessions at AMM. Mid October (two weeks from the candidate announcement).

End October - Member elected committees form and self elect a chair. Handover from interim committees

Committee Report

June - First Committee Report produced and shared with the community

This is the next evolvement of maturity and will improve the transparency of Committees with the community.

On a fortnightly basis the committees will report on

  • Highlights from the last 2 weeks
  • Priorities for the next 2 weeks
  • Highlights from Sub Committees
  • Highlights from Working Groups.

These will be shared in the Dev Report and will be published to the gitbook pages

Dreams and Wishes

Engagement and Communications Support

  • 2 Engagement Leads to increase committee and governance engagement with the community across all media platforms on a consistent cadence.
    • 1 to cover TSC (inc Parameters) and Open Source
    • 1 to cover MCC, Budget, Roadmap
    • Noting assumption that Civics continue to use Constitution Engagement Lead
  • This will resolve some of the community frustrations around engagement and communications which is leading to speculation around corruption, collusion and lack of transparency, special treatment of certain individuals and stakeholder groups etc.

Stakeholder Mapping

  • Map all of the membership stakeholder / groups and confirm how they like to consume information, on which platforms and by what media (words, videos, blogs, vlogs etc)

Focus on our open and member engaged vision -

  • Build culture of openness, working in the open, being fully transparent with the membership. We need to make this feel different to what the community have felt before

Stipend

  • Agreed community endorsed stipend for committees (role or committee based)

Focus Areas

Committee Election

  • It is critical that we get this right. The first member voting to elect their “member elected committees”
  • RAG Red due to my capacity, this is an additional task on top of an already busy workload.

Roadmap Committee (more a pain point as I am not currently focusing on this)

  • The WG established to design the committee and associated process has reduced the scope to only consider core infrastructure items. Immediate attention is required to set up the Roadmap Committee and work with TSC and Budget to establish processes to prevent issues with contracting work with core continuity suppliers.
  • The Core Infrastructure WG has been running since April, are not engaging with the community and we are not seeing progress which will enabling community voting on items and allow TSC and Budgets to progress requirements. I propose that we look to stop and re-set this work.

Stipend

  • Agreed community endorsed stipend for committees (role or committee based)

Committee Members & Membership

  • Ensure all committee members are individual or enterprise members of Intersect.
