The Portage Canal Bridge

This is (a photoshop of) the Portage Canal Bridge which connects Port Hadlock with Indian and Marrowstone Island.

An earthquake may not cause it to collapse, but it will certainly be days, perhaps weeks before the state certifies that it is safe to use.

The Marrowstone Island Emergency Preparedness (MIEP) Team is preparing for this and other disasters.

Areas vulnerable to a tsunami

There are over 200 households on MI that are vulnerable to a 10 foot (red) or 30 foot (orange) tsunami.

This is (a photoshop of) the Nordland General Store. It could be destroyed and Flagler Road could be littered with boats and debris and inaccessible for weeks.

The MIEP Team is developing an earthquake and tsunami response plan.

Disasters

We live in a hazardous area!

There are many kinds of disasters.

In this presentation, we will consider a 9.0 magnitude megathrust earthquake and a tsunami 50 miles off our west coast.

Megathrust earthquakes

A megathrust earthquake may occur at a subduction zone where one “stuck” tectonic plate could thrust up - then down - onto another plate producing a 9.0 or greater magnitude event lasting several minutes.

9.0 - Tōhoku , Japan - 3/11/2011

At 10:46 PDT on March 11, 2011, a 9.0 megathrust earthquake - the fifth most powerful ever recorded - rattled Tōhoku, Japan and triggered a tsunami that reached 133 ft and killed over 15,000 people.

Cascadia subduction zone (CSZ)

The Cascadia subduction zone is 50 miles off the coast of the Pacific Northwest and runs 680 miles from Vancouver Island to northern California.

It is a "megathrust" fault that could produce a 9.0 or greater earthquake.

  • “The odds (of the Big One) within the next 50 years are estimated at between 15 and 30 percent.” Source

The MYN program

The MYN program - developed by WA State Emergency Management - is one of the tools we and other neighborhood preparedness organizations in Jefferson County (and Washington State) use to help our neighborhoods prepare for an emergency or disaster.

“ … In a disaster, traditional 9-1-1 and First Responder capabilities such as fire, police, medics, and utility personnel will be overwhelmed and unable to immediately assist individuals.

Preparing your neighborhood is vital. Neighbors will likely be the first ones to offer you assistance. Neighbors who are prepared are more effective in their response to a disaster and have an increased capacity to be self-sufficient for the first 72 hours after a disaster.” Source

JC Neighborhood Preparedness Action Group* (NPREP)

There are over 120 NPREP neighborhoods in Jefferson County preparing for emergencies.

60 NPREP neighborhoods appear in this Port Townsend map.

They all use the MYN Program.

Neighborhood radio networks

One item that is not addressed in the MYN Program is radio communications, specifically setting up a radio network in each neighborhood.

Most neighborhoods have a phone tree. But what if phones (land lines and cell phones)

don’t work.

If you’re injured and can’t move, a radio call to your neighbor could save your life.

Form neighborhood radio networks using FRS (walkie talkies) and HAM radios.
