    • Have been issues with too low a level of SE during “Consult”
    • Digital transformation could imply even higher level during Consult
  • Sal Bruno
    • May need to consider non-waterfall variations (spiral, etc), which would affect the schedule planning in a major way.

    • Need for SEs drops off after their initial work
    • Few are needed during, e.g., system test
    • SEs don’t actually perform system tests, just oversee
