Who I am?

Open Data Coordinator at the City of Portland, Oregon.

Hector Dominguez coordinates open data, privacy and surveillance technologies initiatives at the City of Portland.

His work includes policymaking, ethical use of technology, digital rights and digital justice, surveillance and the City’s privacy and open data implementations.

What is the Open Data Program

City of Portland has established an Open Data program through City Council Ordinance No. 188356 that commits the City to the publication, open access, and widespread sharing of data collected and generated by the City, and by private sector companies, non-profit organizations, academia, and other parties working on behalf of the City.

But not all data is created the same!

But, what is Open Data?

Open data is data that can be freely used, re-used and redistributed by anyone.

Open data protects privacy, assures quality and integrity, and facilitates collaboration.

Open data is a bridge for transparency and public engagement.

Open data empowers communities.

Open Data pipeline

The Open Data allows bureaus to publish datasets for public view and consumption.

Open Data helps the City to:

  • Foster transparency and accountability in City Process
  • Support evidence-based decision making
  • Create Trust with the community

Open Data and Public Records

Adopting an open data program significantly decreases the volume of PRRs received by cities and that this effect grows over time. More robust open data programs are associated with greater decreases in PRR volume.

Open Data in Portland - Status

City Bureaus are responsible for their own data.

There is no a central repository with a data catalog from Bureaus.

Open data is collaborating with the Corporate GIS team for implementing a unique Open Data Portal.

There is a draft of the open data handbook, which guides open data standardization and builds a publication pipeline.

Once the open data portal goes live, more community engagement is expected.
