Local Control Accountability Plan (LCAP)

What is the LCAP?

• 3-year plan
• Developed with input from educational partners
• Goals, actions, and expenditures to address state and local priorities

LCAP and School Funding

• California schools are funded by the Local Control Funding Formula (LCFF)
• School districts must produce an LCAP each year to show how they use LCFF funds to meet the needs of all students

School Safety Plans

Every year in March, all GUSD elementary, middle, and high schools develop a comprehensive School Safety Plan that addresses the safety concerns identified through a systematic planning process.

The School Safety Plan is developed in cooperation with GPD/LASD, administrators, teachers, staff, students, and families.

Security Cameras

• All GUSD schools are equipped with multiple security cameras.
• Districtwide, we have more than 1,000 security cameras.
• Cameras record when motion is detected.

Campus SLOs/SROs and Security Guards

SLOs/SROs

• SLOs/SROs are armed law enforcement officers
• Glendale Police Department School Liaison Officer (SLO) oversees all schools in Glendale
• LA County Sheriff's Department School Resource Officer at Crescenta Valley HS
• Provide support for elementary, middle, and high schools

Security Guards

• Located at every middle and high school
• All middle schools have 2 security guards
• All high schools have 3 or more guards

• Site administrators document behavior incidents in the Student Information System (SIS). Each incident must be marked with a “referral type.”
• While both the number of major and minor incidents increased over the past school year, this is likely attributed to more accurate documentation.
• Next steps include continued conversations around discipline, SIS training and interventions.

• Over time, suspension rates have remained stable
• The GUSD expulsion rate remains at 0%

LCAP Goal: reduce suspension rate to 1% �and maintain 0% expulsion rate by 2026-27
