1. Mission Statement

• Updated language about role to guide plan implementation instead of writing the plan

2. Committee Purpose

• Providing leadership, strategic guidance, vision, and oversight while playing an active role in preparing for and participating in regularly scheduled meetings
• Evaluating, implementing, fulfilling, and monitoring the equity agenda for WOCAP strategy implementation
• Disseminating and soliciting information with the West Oakland community and agency stakeholders for which the committee members represent and encouraging their participation
• Receiving updates from and providing guidance and feedback to the implementation teams
• Receiving updates from and providing guidance and feedback to California Air Resources Board (CARB) and Bay Area Air Quality Management District (BAAQMD) on the implementation of their strategy commitments
• Finding ways to maximize health equity benefits of all WOCAP work
• Participating in and providing feedback to related planning or development processes that impact West Oakland’s air quality

3. Membership

• Updated criteria
1. Residents, businesses, institutions, or non-profits with street addresses in the West Oakland Plan Area
2. Relevant local, regional, state, and federal agencies
3. Staff or resident members of institutions or non-profits/community based organizations that are affiliated with, do work in, or provide services in West Oakland, but do not have an address in the West Oakland Plan Area
4. Youth who are at least 14 years old
5. Interested stakeholders, and larger representation groups such as regional associations, are welcomed as non-voting participants at all open meetings

4. Roles and Responsibilities

• Updates about attendance and absence procedures for members
• Co-Leads and facilitator/consultant roles mostly unchanged

5. Standard Committee Meeting Procedures

• Clarified rules on consensus, impasse, and need for additional information
• Ad Hoc Workgroups added as a tool

6. Accessibility/Accommodation

• Updated section to include virtual meeting information

7. Dissemination of Materials

• Added timeline for sending out meeting summary of previous meeting and meeting agenda for upcoming meetings

8. Charter Review and Revisions

• Review and if needed update charter every two years
