What is the North Shore Collaborative?

Established by the MN legislature in the 1990s to coordinate services in support of youth and children interacting with multiple service systems – 89 collaboratives statewide.

Joint powers board of Cook and Lake Counties, Grand Portage, Lake and Cook County school districts, mental health service providers, corrections.

Coordinating council includes public health and human services staff (tribal and county), school superintendents.

Quarterly meetings open to the public

North Shore Collaborative Mission / Vision

The mission of the North Shore Collaborative is to strengthen families and honor diverse cultures by improving access for all our children to community resources and opportunities that promote healthy development.

Our vision is a healthy community where children are a high priority.  Families, the community, schools, public and private agencies work together as partners to address the mental, physical, emotional and spiritual health of all our children. The North Shore will be a safe, welcoming and supportive place to live, work and raise families.

North Shore Collaborative Goals

1. Promote positive children’s mental health birth to age 21.
2. With community partners, promote developmental assets.
3. Address barriers and improve access to local resources for families with children.
• Maintain a fund for the purpose of reducing barriers for children and youth to critical resources and developmental opportunities.
• Continue to improve, promote and ensure local funding for the Learning Opportunities Through Stories (LOTS) early literacy program.

North Shore Collaborative Grants

Collaborative funds are intended to further the following five goals:

1. Promote and sustain School Linked Mental Health Services
2. Address barriers and improve access to local resources for families with children
3. Increase vocational development opportunities for older youth
4. Support families whose children are transitioning back into the community from treatment settings
5. Build developmental assets with North Shore youth

Funds must be used for one or more of these purposes. Priority is given to projects that can point to evidence of improved school success and/or a reduction in risky behaviors for children and youth.

Applications for 2024 funds will be reviewed by the North Shore Collaborative Board at their quarterly meetings.

North Shore Collaborative Funding

The North Shore Collaborative grant are funded through:

• Local Collaborative Time Study
• Partner agency contributions
• Interest and other miscellaneous income
