If you skip this step, you’re addressing a symptom, not a cause.
Problems are a symptom of a cause; without understanding the cause, you will never see meaningful change.
Root Cause test: Ask WHY until you can’t dig any deeper
When you answer WHY, provide evidence for your answer
Solution Development and Action Planning

Solution Development: Does you solution address Root Causes or Symptoms?
What evidence do you have that it will be effective given your school population and structure?
Action Plan: What do you need to do to implement the solution?
How will you check to make sure the solution strategy is having the desired impact?

Did your strategies address the identified root causes?
If so, how do you know? Are you sure the root causes were eliminated due to the strategies, and not due to some other factor? What evidence do you have?
If not, what went wrong? Was it an issue with implementation, or was it an ineffective solution? How do you know?
