General Requirements

  1. Complete Documents Only: Do not submit partial screenshots or cropped files (e.g., just the header).
  2. Clear & Legible: Ensure text is readable and not blurred or distorted.
  3. File Format Accepted: PDF or JPEG only.
  4. File Size Limit: Max 5MB per file.
  5. Watermarks�➤ Allowed: Watermarks related to the grant (e.g., Digital Grant, Geran Digital, BSN, MDEC, DP name, etc.)�➤ Not Allowed: Any unrelated watermarks (e.g., brand names, etc.)
  6. No CTC Required: Certified True Copy (CTC) is not mandatory. System-generated documents are acceptable.

Business registration doc

  1. For SSM-Registered Entities Upload the latest SSM Business Profile (full document).
  2. For Non-SSM Businesses (e.g., license-based): Must include these 6 items in the license/permit:
    1. Business name
    2. Date license was issued
    3. License expiry date
    4. Owner’s name
    5. Owner’s NRIC number
    6. Business location

Bank statement

  1. Submit 2 months of the latest bank statements (not summary pages only). (We accept Bank statements starting from April’25 onwards)
  2. Upload each month’s statement in separate files.
  3. Ensure Month #1 goes into “Bank Statement #1” field, Month #2 into “Bank Statement #2”.

Common Pitfalls & Reminders: Eligibility

  1. Past grant recipients
    1. Many applications are expected to be rejected if the SME has received any form of digital matching grant within the past 5 years.
    2. Important: Grants related to telco connectivity are considered part of the digital matching grant scope and will be counted as past grant recipients.
  2. Cross fund recipients
    • Applicants can only apply one category under GDPM in 2025, either as PMKS or Penjaja.
      1. Example: SMEs who applied under GDPM (DP) cannot reapply under GDPM (Penjaja), and vice versa.
  3. Data mismatch
    • We do our best to distinguish between actual typos and serious data mismatches. However, SMEs are responsible for submitting accurate details.
    • Common typo:
      • Invoice/quotation details
      • NRIC number
      • Full name
  4. Insufficient Business Operating Record (< 6 months)
    • Penjaja: We understand license formats vary by municipal council. We check these key fields to determine the business record:
      • Business registration date
      • License issuance date
      • License renewal date
    • SSM-registered businesses: We rely on the official Business Registration Date as listed in the SSM profile.

Common Pitfalls

  • SME owners unfamiliar with e-banking may forget to inform the bank account checker (token approver) to approve the transaction.
  • Payment not made through FS’s official channel (CardUp) – Direct transfers to DPs or other methods are not accepted and will be considered invalid.

  1. BSN Company Bank Account: A BSN company bank account is compulsory.
  2. Two email addresses are required: 1 for direct communication & 1 for daily operations
  3. Onboarding Form Submission Deadline
    • Form is open until 4/7/2025. (Extended to 25/7/25, 12pm)

  4. Company Representative Criteria (must meet at least one):
    • Major Owner: Holds ≥ 25% ownership of the company
    • Company Director: Officially registered as director in SSM
    • Key Decision Maker: Holds a senior leadership role (e.g., General Manager), even if not registered in SSM
  5. [Optional] Credit Payment Opt-In: In the form, you may choose to opt in for Credit Card/FPX payout options.
    • A processing fee will be deducted from each payout:
      • 2.16% for Malaysia-issued credit cards — reduced from 2.25%, now SST inclusive
      • 3.24% for overseas-issued credit cards — reduced from 3.3%, also SST inclusive
  6. Existing DPs: Must fill in the onboarding form to update their email notification address.

1. What qualifies as project completion for the release of the balance payment or matching grant?�Answer: You can submit your claim for grant disbursement once the product or service has been delivered or is actively being delivered.

2. What documents are required as proof of project completion?�Answer: To process your claim, Funding Societies requires an updated invoice from the Digitalization Partner (DP). Additional supporting documents may be requested if necessary.

3. How long does it take for the grant to be disbursed after submitting the proof of completion?�Answer: Disbursement typically takes 1–2 weeks, depending on the processing queue and backlog.

4. Is the grant limited to specific business segments?�Answer: No, the grant is open to all eligible businesses, regardless of industry segment.

2. Can NGOs or Persatuan apply for the grant?

3. Can a merchant submit IC of only 1 director if the company has 3 directors?

Answer: Yes, only 1 (the applicant) is needed.

4. Can quotation/invoice be dated before 1 July 2025?

Answer: No, must be dated after 1 July 2025.

5. Is proforma invoice accepted?

Answer: Yes, for application only. Final invoice must match for claim.

6. Can we write “For MDEC Grant Use” or similar on documents?

Answer: Yes, but it’s encouraged to use “GDPM” instead.

9. Must quotation/invoice be signed and stamped?

Answer: No, system-generated versions without chop are acceptable.

Answer: No, one application is tied to one DP and one digitalisation category.

11. Can the invoice include SST?

Answer: Not allowed. Application must match DP’s approved solutions.

13. How long does CardUp take to disburse to DP after SME pays?

Answer: Within 3 working days.

14. Can SME pay using director’s personal credit card or other accounts?

Answer: Acceptable, but advised to use company or director’s accounts to avoid audit issues.

15. Can DP collect the 50% from SME and pay on their behalf?

Answer: No, direct payments from DPs on behalf of SMEs are not allowed.

16. Is CTC (certified true copy) required for SSM documents?

Answer: No, CTC is not required.

17. When is the application opening date?

Answer: Scheduled for 20 July 2025. (Extended to 1/8/2025 by Joint Committee on 18/7/2025)

1. Can the SME pay using FPX and not sign up for CardUp?

❌ No. Payment must be made via CardUp's link (sign-up is part of the process), regardless of method (FPX/credit card).

2. Can DPs assist SMEs to submit the application on their behalf using the SME’s documents?

✅ Yes. DPs can assist in submission if SMEs request, but must still use SME’s actual documents and authorization.

3. Can the payment URL be reused to make payment later if missed within 14 days?

❌ No. If the SME fails to pay within 14 days, the URL becomes invalid and a new application is required.

4. Can an SME reapply if their application was rejected?

✅ Yes. SMEs can reapply if the reason for rejection is resolved (e.g. documents corrected).

5. Can DPs charge the SME more than the approved invoice later on?

❌ No. The final invoice and claim must match what was submitted and approved.

6. Can DPs issue a combined invoice for multiple companies under the same owner?

❌ No. Each application must be under a unique entity with a unique invoice.
