Academic Committee - 6/4/2024

Board of Directors- 6/12/24

2 of 69

  • Lodestar is headed in a positive direction, and should be positioned for a strong renewal due to stronger performance across most grades; we had challenges in 5th and 6th grades.
  • Lighthouse requires deep monitoring and support due to declining performance across most grades; this is attributed to inconsistent leadership continuity and presence in the upper grades (6th to 12th).
  • Across LCPS, we had inconsistent cohort growth - both in terms of proficiency and scale score.
  • Moving to SBAC IABs / ICAs for our interims was the right decision, as end of year Distance from Standard (DFS) was very similar to average interim performance in most grades.

LCPS CAASSP Reflections and Next Steps

Executive Summary -

2

Reflections on 2023-24:

  1. Strategic Plan Implications: Our data reflects the analysis conducted by Bellwether in our Strategic Planning Process; the data also shows that baselines going into our 4 year strategic plan is comparable at both campuses.

  • Clarity of Support: We did not address areas where there were early warning signs early in the year with targeted assistance and support - 5th and 6th grades at Lodestar (new teacher/teacher transition support) and Lighthouse Upper (leadership team support).

  • Improving Assessment Data Understanding: We need to reset and retrain our staff on our assessment systems, particularly making sure our leaders, teachers, students, and parents truly understand their data metrics.

Building Capacity vs Our New Strategic Plan

  1. Strategic Priority #1 (Initiative 1B, 1C, and 1D) - We will focus on content specific instructional visions, ensure consistent and aligned classroom practices, and improve our leadership team’s systems of support and accountability.

  • Strategic Priority #3 (Initiative 3A and 3B) - We will ensure world class professional development, and aligning our Wednesday and non-student days through stronger planning by content and grade levels, leveraging assessments and data from interims.

  • Strategic Priority #3 (Initiative 3C and 3D) We will have clear and consistent org-wide coaching for our teachers, with our Shared Services Academic team supporting our pre-identified gaps where student cohorts are most behind.

Notes:

Successes: We are marching forward with the data we have and limiting impact on student learning.

Challenges: Newer leaders are still navigating building buy-in and execution on their teams.

CAO Reflections: We have enough strong alignment to the instructional model, we can better investigate the outliers, which allows us to be strategic in our next steps.

See the Success: Our midyear data indicate that most grades are on track to outperform the 2023 CAASPP results. For elementary grades the data is more predictive as it is ICA which is a similar length and format as the CAASPP summative assessment.

Name the Gap: There are multiple factors impacting achievement that must analyze and use to make data-driven decisions. In grades 4 and 6 at Lighthouse and 5 and 6 at Lodestar, there are three factors to consider. (1) new to the profession, (2) not using curriculum with fidelity, (3) and teaching students in critical grades on the seems of a school.

Do It. When teachers are new to the field or to LCPS, we must have a yearlong onboarding plan and place them in grades in which students are seeing more success.

CAO Reflections: In math we have added mathematical language routines which gives students access to the conceptual understanding and to strategic testing skills simultaneously.

See the Success. Our midyear data indicate that most grades are on track to outperform the 2023 CAASPP results. For elementary grades the data is more predictive as it is ICA which is a similar length and format as the CAASPP summative assessment.

Name the Gap. There are multiple factors impacting achievement that must analyze and use to make data-driven decisions. In grades 4 and 6 at Lighthouse and 5 and 6 at Lodestar, there are three factors to consider. (1) new to the profession, (2) not using curriculum with fidelity, (3) and teaching students in critical grades on the seems of a school.

Do It. When teachers are new to the field or to LCPS, we must have a yearlong onboarding plan and/or place them in grades in which students are seeing more success. One is a strategic decision this school year and the other is an ongoing process throughout next year.

31 of 69

CAO will create continuity by refining current practices and building three clear, enduring systems with clear implementation guidance. We will shift to a focus on purposeful implementation as evidenced by student impact.

What is the quality of learning our students experience most days of school?

Monitoring Key Areas

Creating a sense of belonging for students through crew.

Growth Strategy: Through crew we are examining students perspective on having a caring adult and the impact of crew

Monitoring Plan: Midyear student survey data.

See the Success: We have more accurate data about student perspective on their sense of safety and belonging at school.

Name the Gap: Our students have caring adults do not know when and how to get support.

Do It: We are going to normalize safety in our community by addressing the importance of safety in crew, reinstitute the role of crew leader as the one caring adult in each student’s life, and leverage consequences for students who instigate, starts, or record/share fights. (loss phone privileges, RJ for instigators, etc.)

ANALYZING INTERIM ASSESSMENT DATA

This year we made the decision to shift to SBAC summative assessments because it allowed for us to have assessments that were aligned, common, and predictive. It is equally powerful that the student-facing assessments are predictive of the testing experience AND that as leaders we are able to organize and align our data to predict performance on upcoming state assessments.

As you are analyzing our math and ela data, please note the following:

  • Student performance has been reframed from percentage of proficient student to distance from standards. Distance from standards is established by calculating the difference between state’s published scale score and the average of each student scale score in the grade level.

With this data reframing, we can collectively answer the question: Is this good growth for this point in the school year?

Our cycle 2 ELA interim assessment data indicates that students in more than 50% (8/14) ELA courses ie., Grade 3 ELA, outperformed or is not less than 10 points away from the prior cohorts end of year performance. This data tells a promising growth story as surpassing end of year performance, even on a subset of standards, indicates that we are closing the distance from standard year over year.

CAO Reflections:

Our cycle 2 math interim assessment data indicates that students in more than 64% (9/14) math courses ie., outperformed or is not less than 15 points away from the prior cohorts end of year performance. This data also tells a promising growth story as surpassing end of year performance, even on a subset of standards, indicates that we are closing the distance from standard year over year.

CAO will create continuity by refining current practices and building three clear, enduring systems with clear implementation guidance. LCPS will shift from solely monitoring implementation--compliance to monitoring student impact at greater frequency. LCPS will align our priorities and monitoring tools, while supporting leaders to customize action plans to their staff and student needs.

CAO Themes

Data Driven Instruction

All math and ela classes will ensure that students get 90% of grade level instruction from adopted curriculum as outlined in the LCPS curriculum maps.

Growth Strategy: site-based leaders bi-weekly pacing reviews.

Monitoring Plan: Directors conduct end of cycle review and request a refined pacing guide plan for all teachers who are not at 90%.

Last year’s focus on teaching grade level curriculum was a primary driver for Lodestar’s 6-8 accelerated growth. Building on that success, all math and ela courses will launch semester 2 on pace to get 90% of the lessons in the curriculum.

Curriculum Internalization:

All math and ela teachers will internalize their end of cycle assessments and the set of lessons prioritizing that will lead to mastery

Growth Strategy: weekly internalization during Wed’s PD.

Monitoring Plan: Directors conduct two evaluation and feedback on two internalization meetings per cycle

To thrive in a 21st century math course students need literacy and language development, so this year all math teachers incorporate mathematical language routines to deepen students understanding of math through academic discourse.

CAO Themes

Interim Assessments: To be effective interim assessments must be common, aligned, and predictive

Growth Strategy: Begin CAASPP Smarter Balanced Interim Assessments which are aligned because they are organized around smaller clusters of standards. These assessments are predictive of end of year performance because they are published by the same consortium that creates our end of year CAASPP summative assessments.

Monitoring Plan: teachers will analyze, develop action plan, and reteach grade level standards. Site-based leaders will observe at least one reteach lesson.

This year we are focused on how we use interim assessment data to drive intervention for students, we will continue to use Wednesdays to give students multiple opportunities to master grade level standards. Our walkthrough data indicates we will need to spend the next 4-6 weeks focused on the quality of intervention for teachers and impact of intervention on student learning through assessing outcomes.

2023-24 SY

What are the Core Practices/Strategies that will further growth this year?

Based on the data, what needs to be more tightly progress monitored?

Grade Level & Data Driven Instruction: weekly data meetings focuses both on grade level rigor and student learning

Grade Level & Data Driven Instruction: Weekly data talks during Wednesday's PDs. Site based leaders observe reteach on a biweekly basis. Directors analyze notes for data talks on biweekly basis.

CAO Reflections

Through observation, feedback, and accountability, all sites require regular weekly data talks.

Our next foci is on how teachers use this data to drive targeted intervention for students throughout the week.

CAO Summary Academic Foci 2: Positive Student and Staff Culture

63

2023-24 SY

What are the Core Practices/Strategies that will further growth this year?

Based on the data, what needs to be more tightly progress monitored?

Staff and Student Culture: Clearly articulate the how of staff and student culture through the use of common rubrics. Responsive Moments lead to Strategic Action Plans for culture challenges - “it’s only unexpected once”.

Staff and Student Culture: Walkthroughs with common rubrics lead to aligned outcomes with customized pathways

CAO Reflections

We have done an exceptional job of responding to significant culture challenges, stabilizing our community through strategic operational shifts, and connecting wellness to achievement.

While loss is staggering, it has served to strengthen relational bonds within teams as they support each other through healing and the intentional relationship building amongst adults.

We have leveraged both internal and external resources to provide ongoing supports to all stakeholder. This has enabled both Lodestar 6-12 and Lighthouse 6-8 to take time to heal and prioritize learning.

CAO Summary - Academic Foci 3: Coaching Systems

64

2023-24 SY

What are the Core Practices/Strategies that will further growth this year?

Based on the data, what needs to be more tightly progress monitored?

Coaching Systems:

(a) planning support through unit and lesson plan feedback is proactive rather than reactive.

(b) observation is focused on the reteach after data meetings

(c) observation feedback give teachers time to practice and grow their craft

Coaching Systems: Directors review lesson plan feedback each cycle to give site-based leaders completion and quality ratings. Once per cycle coach co-observes reteach and feedback session.

CAO Reflections and Next Steps

Lesson plan feedback continues to be a critical coaching tool for leaders as it give insight into rigor, quality and impact of instruction before students experience the lesson.

While most sites have created consistency in leader practice, we will evaluate the quality of teacher’s “first draft” lesson plans to better understand how our coaching is improving teacher practice.

More importantly, over the next 4-6 weeks, leaders will coach with lesson plan “in hand” to deepen the connection between the quality of planning and quality of learning and teaching.
