Child Care Infrastructure Fund (CCIF)�2024 Application Timeline
May 2024-Lottery Bond Sale
July 2024-Application Round 1 ($10 mil.)
October 2024-Intent to award CCIF recipients from Round 1
Fall 2024-Application Round 2 ($15 mil.)
CCIF Applicant Eligibility
(a) Municipalities;
(b) A certified or registered family child care provider as established in ORS 329A.280 or ORS 329A.330;
(c) A nonprofit organization that operates a child care facility;
(d) A director or owner of a child care center certified under ORS 329A.280;
(e) Federally recognized Indian tribes in Oregon;
(f) Organizations that support the establishment of a child care facility;
(g) Programs that serve children in publicly funded early learning and care programs including:
(A) Programs funded by the Early Childhood Equity Fund established under ORS 417.781; (B) Relief nurseries; (C) Programs that receive subsidies through the Employment Related Day Care subsidy program under ORS 329A.500; (D) Programs that provide early childhood special education or early learning intervention services, as provided by ORS 343.475; (E) Culturally specific early learning, early childhood and parent support programs described under ORS 417.782
(h) School districts;
(i) A new child care provider seeking licensure with documentation that their background check has been cleared.
CCIF Application Prioritization
• Round one of funding will prioritize culturally specific programs & organizations.
• Other prioritization criteria will include: programs expanding or offering infant/toddler slots, programs in most severe child care deserts, programs that accept subsidies, and programs offering extended hour care.
• Geographic distribution, program sustainability, and project readiness will also be factors.
(Money must be spent within three years of bond sale.
For 2024 CCIF recipients, funding must be spent by May 2027.)
CCIF Eligible Project Proposals
Eligible Projects Include:
+Capital Improvements
+Land/property acquisition
+Fixed, immoveable assets
+New construction
+Repairs and renovations
+Retrofitting
+Planning & feasibility studies
Ineligible Projects Include:
-Operational costs (rent, etc.)
-Staffing costs, wages, & benefits
-Moveable assets
-Vehicles & transportation costs
-Furnishings, toys, curriculum
-Property acquisition for private residences
CCIF Eligible Project Types
Eligible Project Types Include:
+ Planning projects (up to $75,000)
+ Minor Renovation and Repairs ($20,000 – $100,000)
+ New Construction or Major Renovation ($100,001 - $2,000,000)
+ Property Acquisition ($20,000 - $2,000,000)

*Record Keeping
Technical Assistance (TA) provided by:
Regional non-profit with demonstrated success providing TA to Native owned businesses and entrepreneurs, and all communities, through an indigenous approach to collaborative learning and partnership.
National non-profit with demonstrated success providing TA to child care businesses in multiple states, including Oregon. Their mission is to grow the supply and business sustainability of excellent child care.
