What is Title I?

  • It is the largest fund of money from the federal government through the Elementary and Secondary Education Act (aka No Child Left Behind Act and now the Every Student Succeeds Act).
  • Money is allocated to the state to distribute to districts following formulas provided by the U.S. Department of Education.
  • Allocations are determined by the district’s Census Poverty Count.
  • The funds are to be used to provide service to students who are not meeting the school & district’s academic standards.
  • The programs and services MUST be supplemental; the district cannot use the money to pay for its basic obligations.

What is Title I? Some History

  • Title I began in 1965.
  • President Lyndon Johnson signed the Elementary & Secondary Education Act (ESEA).
  • This act gets renewed every 5-7 years.
  • With each renewal, the act gets a new name, new programs and new rules.
  • NCLB (No Child Left Behind) started in 2001-02 and brought forth new accountability and new consequences.
  • Federal Legislators have reauthorized the Act and made changes which began in 2016-17 and took full effect in 2017-18.
  • It is now called the “Every Student Succeeds Act” (ESSA)

Title I and Accountability with ESSA

  • Comprehensive Support & Improvement (CSI) Schools are those in the bottom 5% in overall results based on Michigan’s School Performance Index.
  • Targeted Support & Improvement (TSI) Schools are those with subgroups of students who demonstrate the largest achievement gaps when compared to their counterparts.
  • Additional Targeted & Support (ATS) Schools are those with subgroups of students who have demonstrated the largest achievement gaps for more than one year.
  • The following State tests are used for this accountability: MSTEP, MI-ACCESS, PSAT, and SAT
  • Subgroups of 30 or more students are examined for accountability .
  • Improvement measures are implemented with schools and their districts that are identified as CSI, TSI or ATS :
        • School Improvement Plans are revisited to ensure will take place to improve the areas of deficiencies.
        • Funds are provided to the ISD/ESA to support the schools/districts.
        • Frequent monitoring, guidance, and oversight takes place by the Michigan Dept of Education and the ISD/ESA.
