Elder at Risk – refers to older person who are vulnerable of being abused or at risk of behaving

in a way that can harm themselves or others, or vulnerable and at risk of suffering from abuse

because of personal, family and social circumstances such as, but not limited to the following:

a.) Physically (ie. sickly, frail, bedridden, with neurodegenerative diseases and other

related physical condition), socially and economically dependent to their

family/caregiver who is in vulnerable situation as well.

b.) Living alone or left alone by family members/relatives.

c.) Living with caregiver/s who have tendency to exhibit

dysfunctional behaviors or with cases of violence when

under the influence of alcohol or drugs

d.) Family members depend on frail older person as family

provider.

e.) Family in crisis situation

f.) Living in a community with high level of criminality or drug

abuse, situated in a danger zone areas and in situation of

armed conflict.

Establishment of a Reporting Mechanism for Elder Abuse

Reporting mechanism is a bottom-up approach that encourages the support from the frontline implementers (e.g barangay) and the community. It follows a basic protocols and operating procedures for responding elder abuse cases or suspected elder abuse in the community.

PROJECT MILESTONES

Established a reporting mechanism and Data Bank for Cases of Elderly Abuses

  • Protocol on Reporting of at risk and elderly abused cases developed, disseminated and utilized.

  • 1 local committee established per city/municipality level representatives from civil society organizations.

  • One (1) Protective Committee for Senior Citizens (PCSC) established in the four (8) pilot barangays.

  • One Hundred Fifty-Six (156) elder at risk were encoded and updated in the data based system out of

eighty (80) elderly at risk of abuse targeted.

Case Management Support and Assistance Services for Elderly are in place

  • Out of 80 targeted beneficiaries, 44 family members were provided with financial assistance to start a small business to

sustain the needs of their elderly members who were victims of any forms of abuse.

  • Out of 80 targeted beneficiaries, 44 family members were provided with medical assistance for elderly abuse victim be

recovered their health concerns.

  • 100% of reported perpetrators were provided with counselling services.

Greater community awareness on the support and protection of the rights of Elderly

  • Out of the targeted Eighty (80) project beneficiaries, Forty-four (44) reported elder abuse cases and One Hundred Fifty-Six

(156) elder at risk were regularly home visited and provided information on their rights as well as how to protect themselves from the abuse.

  • One Thousand One Hundred Seventy One (1,171) out of One Thousand (1,000) as target older persons were provided information on ReSPPEC project and its importance. They were able to know on how to prevent abuses in their family and to the community.

Greater community awareness on the support and protection of the rights of Elderly

  • One Thousand Eight Hundred Eighty Six (1,886) number of community members out of One Thousand (1,000) target attendees of advocacy events e.g. public forum, elderly celebrations, community and people’s organization assemblies, radio guesting, seminars/talks conducted in schools, etc.

  • There were Two Thousand Nine Hundred Sixty (2,960) IEC materials produced and provided during Information and Education Campaign like Purok Assemblies, Barangay Assembly, and Orientation in schools, Radio Guesting, World Elder Abuse Awareness Day (WEAAD) and Elderly Filipino Week (EFW).

The following are the IEC developed and distributed:

  • 2,000 IEC materials produced (leaflets, brochures, bumper stickers)

Advocacy activities were conducted and executed by the ReSPPEC implementers to advocate the rights, care and respect to elderlies:

  • Seven Hundred Four (704) out of Six Hundred Thirty Four (634) stakeholders (targeted) were provided capability building and workshops and technical assistance to enable them to perform respective roles in project implementation.

From the year 2019 and 2020 provided financial and medical assistance for a total of 102 clients of ReSPPEC in Valenzuela.

Dalaw ni Doc team also conduct house to house visitation to clients to give free COVID-19 vaccine to help combating the virus.
