Primary Approver Responsibilities for the SOEP

Final Authority

The Primary Approver (Business Administrator or District Lead) holds the final decision on all course requests.

3-Day Window

Must approve or reject course requests within 3 business days from submission based on the counselor's recommendation.

Auto Approval

Statute requires the USBE to approve requests on the 4th business day if no action is taken.

SOEP

*Rescission Rights: The LEA has a 72-hour window (9 days) to contact the USBE to rescind acceptance if requests are inconsistent with graduation plans or exceed 6 credits per year.

Adding SOEP Courses to the SIS

It is recommended that SOEP courses are added to a student’s schedule in your SIS using the generic CACTUS course codes or your district’s codes.

  • Student or parent submits a course request in SEATS
    • Counselor, Primary Approver, and Online Provider receive an email notification
    • All parties have 3 business days to review and approve/accept or reject the course request
    • If the LEA rejects the course, the course request becomes null and does not proceed

Step 2: Course Request Approved

  • If the LEA and Online Provider have accepted and approved the course request, a Notice of Enrollment is issued to all stakeholders
  • At the start of the Online Provider's term, students gain access to the course and may begin working
    • From the course start date, students have a 20 school-day withdrawal period to demonstrate active participation and remain enrolled in the course, or they will be withdrawn. The student may also request withdrawal during this period
  • No funding is distributed for the course from the LEA to the Online Provider at this status

  • The Online Provider will review student participation in the course within 5 business days after the 20 school-day withdrawal period ends
    • If active participation is present, the course is Confirmed and 50% of the course fee is paid by the LEA to the Online Provider
    • If active participation is not present, the course is closed and no funding is distributed from the LEA to the Online Provider

SOEP Payment Overview

Students who do not complete an SOEP course will receive an NG or I on their transcript from the Online Provider or a grade for .25 credit instead of the .50 credit requested.

  • The NG or I may not be changed to an F
  • Students are ineligible for credit recovery

LEA Protection

Recording the NG or I allows the LEA to:

  • Reject future requests for the same course
  • Stop paying for the same credit twice

Ensuring Primary Approvers and counselors are aware of these options can significantly reduce unnecessary costs for your LEA.

If a student maintained active participation in the course, they are eligible for the following options to earn credit:

*The Online Provider retains discretion to approve or deny course extensions or reinstatements

Option 1: Course Extension

A student, parent, or counselor may request a course extension with the Online Provider to complete the course.

  • This request must be submitted within 9 weeks of the original course end date or the Online Provider’s extension deadline
  • Because the deadline is fixed, the later a request is made in the nine week period, the less time a student has to work
  • If the course is completed following the extension, the LEA pays the remaining 50% of the course fee

Once the extension period has passed, the student, parent or counselor may request that the course be reinstated anytime before a student’s graduation cohort date.

“Upon request from a primary LEA, the Superintendent shall provide an itemized report, by student and course enrolled, showing deductions described in Subsection 53F-4-508(2).”
