Executive Order (Total Eclipse, April 8, 2024) Office of the Mayor

Employees:

Due to the anticipated travel difficulties surrounding the April 8, 2024 Total Eclipse, the Municipal Building, Street Dept Office, and other non-essentials offices will close to the public at 12 p.m. (noon) on April 8, 2024 and remain closed until the following morning. This is not an additional holiday or an emergency closing. This is a common-sense approach to prepare for the possibility of employees and visitors not being able to travel to their homes for several hours following the eclipse that is expected to end around 4:00 p.m. that day. Although the Total eclipse is expected to occur around 3:07 p.m., partial eclipses will begin approximately 1 hour before and last for another hour afterwards.

Employees working in the Municipal Building, Street Dept Office, and other non-essential offices, may elect to use accrued paid time off for either the entire day or half the day. However, those same employees in non-essential offices are welcome to continue normal working hours if they so choose. The Mayor’s Office plans to stock up on beverages (non-alcoholic) and snacks in case some of us are stuck here late into the evening due to traffic congestion.

The exception to this is that the Sanitary District’s public-facing and other administrative staff have voted to close to the public at 1 p.m. after beginning the day at 5 a.m.

I appreciate the time and energy you have put into this city. Your service to your community is greatly appreciated by our citizens and businesses. Again, thank you for your commitment and dedication to Richmond!

For the purposes of this event we are recommending that the following entrances be closed and blocked: Rose Garden Drive at East Main Street, Beech Drive at

North 30th Street, North C Street, North D Street, Glen Court, North Drive, and Cypress Drive at Elks Road. Lakeshore Drive and Grand Boulevard open for points of ingress. We are going to utilize Cypress Drive as the single main point of egress. These locations will be blocked using Richmond Street Department barricades, personnel, and pickup trucks. I recommend two (2) Street Department personnel at each location, as previously practiced with the Fireworks Detail.

Richmond Police Department will have six (6) officers assigned to this location.

If an incident occurs that requires additional emergency personnel one of the "closed" entrances can be utilized for a more efficient response.

If Cypress Drive becomes closed or otherwise unavailable we can begin opening up some of the closed entrances.

Wayne County Fairgrounds: (2)

For the purpose of this event, we are recommending that the Salisbury Road gates be closed and open to foot traffic only.

We are recommending that all vehicle traffic enter via NW L Street and exit via the access drive onto Salisbury Road. Richmond Street

Department will erect a stop sign at both the access road and the South gate entrance on Salisbury Road on Friday, April 5th, 2024. If necessary

RPD Officers will assist with traffic control at both the ingress and egress points.

The exit point will need a barricade to prevent traffic from entering until after the eclipse is concluded, at which point it can be moved to allow traffic to exit.

RPO will have two (2) officers assigned to this viewing site. Entrance:

MiddleFork Reservoir (3)

This site will be accessible from both Sylvan Nook Drive and Reid Parkway. RPD will have three (3) officers near the intersection of Chester Blvd and Reid Parkway to assist with any traffic control or any emergency traffic enroute to Reid Health. RPD will also have two

(2) officers at the Middlefork Reservoir that can also assist with traffic at the Reid Health

entrance if necessary. RPD will be positioned at Reid Parkway and Sylvan Nook to direct traffic to the Middlefork Reservoir.

Reid Health Police Department is placing one (1) officer at each Reid Health entrance on Chester Boulevard (Emergency Room and Medical Office Building entrances) to help reduce unnecessary traffic.

Richmond Street Department is going to provide large caution cones to block

off the middle turn lane to allow for emergency traffic only from Chester Boulevard to the Emergency Room entrance on Reid Parkway. Richmond Street Department is also going to provide a barricade, pickup truck, and two (2) personnel at Reid Parkway and University Boulevard to prevent inbound traffic from entering the Oak Park housing addition.

    • Plan to arrive to your destination early
    • Anticipate increased traffic and congestion
    • Drive Safe – Buckle up and put phones down
    • Pack plenty of snacks and water
    • Pack charging cables
    • Fill up your gas tanks and check all fluid levels

  • During the Eclipse
    • Avoid travel during the eclipse or in the main path if possible
    • Exit the roadway to stop and view the solar eclipse. Do not stop along highways or park on the shoulder for viewing.
    • Do not take photos or videos while driving
    • Do NOT wear eclipse glasses while driving
    • Turn on your headlights
    • Watch for pedestrians

  • After the Eclipse
    • If celebrating, ensure everyone has a safe and sober way to return home
    • Exercise patience when leaving your viewing location
    • Follow instructions from law enforcement or emergency personnel
    • Be considerate of other drivers
    • Consider staying at your site longer to avoid post-event rush
    • Consider an overnight stay to avoid traffic and depart Tuesday
    • Clean up and dispose of trash properly
