But glaring issues… (from the data alone)

1. Strategic misalignment

Activities don't produce outcomes, KPIs don't measure objectives. Good plans and operations yield only 59% results because components don't connect causally. Activity-Outcome-Measurement disconnect.

2. Normalized failure without consequence

41% KPI failure rate accepted for 3+ years with no intervention. No triggering action or mitigating plan.

3. Misplaced priorities

Peripheral successes only (e.g. infrastructure 98%, GOT, student programs 300%). Efforts flow to what's easy/visible rather than what's strategic. Siloed measurements reinforce isolation rather than synergy.

4. Unrealistic linear growth

KPI targets assume straight-line improvement (e.g. 2.0→2.3→2.7→3.0 papers/staff) without step-change enablers or catalysts.
