Background of Development
Traffic Safety and Requirement of Formal Specification
Prof. Bai Wei, Chairman of the Taiwan Society for Accident Injury and Safety Promotion, stated that there are still some defects in the current road safety which need to be addressed. In particular, if there is an accident on the freeway, the driver is required to leave the vehicle and walk to 50-100 meters away to place the warning triangular sign, which is extremely risky.
In such cases, wearing a CNS compliant reflective vest can increase visibility thus to prevent accidents from happening. However, there is no such requirement in Taiwan yet, the propaganda of traffic safety has never emphasized it either.
Anecdotal Statistics & Domestic Legislation
In the past three years, 132 cases have occurred, causing 42 deaths and 126 injuries. Legislator Huang Guoshu requested the Ministry of Transportation to amend the law within six months, making reflective vests mandatory for the new vehicle standard equipment.
The Ministry of Transportation stated that in the initial stage, car dealers will be encouraged to take the initiative to equip reflective vests while the long-term enforcement will not be ruled out.
National Regulations
Among the 28 countries in European Union, 15 countries have stipulated relevant regulations concerning the placement and wearing of reflective vests. This year, China also begins the implementation, which will be included in “Safety Specification for Motor Vehicles” to require reflective vests for automobiles.
15 countries in EU state that the passengers have the obligation to carry and wear reflective vests in an emergency. That is, when a vehicle malfunctions and requires an inspection, the driver must wear a reflective vest in advance before leaving the car. Also, other passengers have to wear reflective vests when they need to get off. If the rule is violated, fines will range from EUR 14 to EUR 36.
Earlier this year, the Ministry of Transport of Chile required that every vehicle must be equipped with a reflective vest. Nowadays, with the rapid technology and better configuration of car, the traffic law will constantly update driving requirements.
