The global approach guides the implementation of the international dimension of Horizon Europe, the EU funding programme for research and innovation, with a budget of EUR 95.5 billion over the next 7 years.

Horizon Europe

supports collaborative R&I actions, which are ‘by-default’ open to participants from all over the world
includes targeted international cooperation actions
supports the engagement of R&I actors in low and middle-income countries
is open to countries anywhere in the world – based on certain criteria - to participate under terms equivalent to those of EU Member States (Horizon 2020 included 16 associated countries and Horizon Europe currently foresees 18 associated countries)
includes provisions to safeguard EU interests, e.g. by limiting international participation in few, very specific and well justified thematic areas.

To enhance the EU added value, promote cooperation between organisations in different countries, reinforce the quality of applications and ensure fair competition and equal opportunities

Focus on collaborative research - typically among participants from at least three countries (at least 1 partner from an EU MS and at least 2 additional partners from 2 other different countries coming either from EU MS and/or AC. In many cases, a consortium with more than 3 partners is expected.
