1. The head of the people could ask through the priest about matters of public issue.

  1. The questions were about information unknowable without God speaking – What should happen? What would happen?
  2. Questions framed for only one of two answers.
  3. The verbs were “taking” and “casting”.
  4. This is not chance, but God’s revelation.
