Who is a refugee and who is a migrant?
Millions of people around the world are leaving their homes in search of a better future for their families.
The reasons for moving are different.
Some are migrants, others are refugees.

Who are the refugees?
Refugees are people who are forced to leave their homeland from armed conflict, violence or persecution.
The situation in which they find themselves is often so dangerous and unsustainable that they cross national borders to seek security in neighboring countries.
Refugees are defined and protected by international law.
The fundamental principle defined in international law is that refugees should not be deported or returned to situations in which their lives and freedoms would be endangered.
The protection of refugees has several aspects: it includes a ban on returning to the dangerous conditions from which they have fled, access to asylum procedures that are fair and effective, and measures to ensure their fundamental human rights.
There are more than 25 million refugees in the world.
Who are the migrants?
Migrants are people who move primarily to improve their standard of employment, not because of the imminent danger of persecution or death.
In some cases, they also move for education, family reunification, and other reasons.
Unlike refugees, who cannot return home safely, migrants do not face such a barrier.

Equating refugees with migrants can have a very negative impact on the lives and security of refugees, as refugees are entitled to special legal protection.
But we must treat all people with respect and dignity.
Freedom of expression and hate speech
Freedom of expression is a fundamental human right and a precondition for the existence of a democratic society. Like all rights, freedom of expression is not permissible to the detriment of others.
Some forms of expression are therefore prohibited by law or considered socially unacceptable, such as threats, insults, communication for the purpose of deception and hate speech.
We recognize hate speech as the spread of hatred, fear and intolerance towards other people based on their personal circumstances, such as nationality, race, ethnic origin, religion or belief, gender, health status, language, sexual orientation, disability, age, material status, education and social status.
Hate speech is most often directed against minority and marginalized social groups. They are presented as a threat to the majority population, which serves as an excuse for attacking, humiliating, dehumanizing, subjugating, putting in a subordinate position or calling for violence against members of these groups.
Hate speech does not solve problems, it only strained them. Enocuragement of violence has led to genocide many times in history. Therefore, in order to be able to debate with each other and live freely, without fear and equally, we must stop the spread of hate speech.
