President Trump’s FY 2020 Budget ProposalDraconian Cuts on Top of Already Woefully Underfunded Programs

Would deepen poverty and widen economic and racial disparities in by:

    • Hindering effective poverty fighting tools;
    • Ending or devastating programs that support our communities, children, and older adults;
    • Maintaining repressive caps on child care and affordable housing.

Departs sharply from the most recent bipartisan budget agreement reached in early 2018, which eliminated sequestration spending cuts for FY18 and FY19 and boosted spending for housing and child care.

Increases tax cuts to high-income taxpayers and heirs to very large estates and employs budget gimmicks to massively increase the defense budget.

Ningxi Pan came to the US in 2016 knowing very little English and was placed in the 9th grade two years older than most of her classmates. The age and language gap made assimilation challenging. By joining CPC’s LEAD program at the High School for Dual Language and Asian Studies, Ningxi was able to improve her language ability, explore NYC, and significantly improve her grades, including earning high marks on the Geometry and Global History Regents exams. The LEAD program provides academic, cultural, and recreational programming for youth, and is supported by the CSBG.

Why Federal Grants Matter

#FedFundsTracker

CSBG grants have fallen by $5 million (14%) since FY10 (adjusted for inflation)

Community Services Block Grant (CSBG)

In FY17, 13 FPWA member organizations relied on $3 million of CSBG funding

Mrs. C. is an older adult whose abusive son and mentally ill daughter-in-law were living with her and exploiting her financially. She was unable to evict them through the courts, so she requested the assistance of Carter Burden Network’s Community Elder Mistreatment & Abuse Prevention Program (CEMAPP). The social worker successfully submitted a petition to evict both abusers. In FY17, Carter’s CEMAPP program – funded by SSBG –provided services to nearly 1,000 older adults who could not legally represent themselves against abusers without financial assistance and the help of an advocate.

Why Federal Grants Matter

#FedFundsTracker

SSBG grants have fallen by $27 million (12%) since FY10 (adjusted for inflation)

Social Services Block Grant (SSBG)

In FY 2017, 17 FPWA members relied on $5 million of SSBG funding

Following the 2016 election, our members – many of whom rely on federal funding – expressed grave concern about the impact of federal fiscal policies on their communities and sector and interest in navigating threats and gaining a deeper understating of federal funding stream.

In response, we created the FPWA Federal Funds Tracker to foster greater awareness of and engagement in the federal budget process through  data, storytelling, and action.

The Tracker Fulfills the Promise of Open Data

Open data is the idea that some data should be freely available to everyone to use and republish as they wish, without restrictions from copyright, patents, or other mechanisms of control

The data FPWA collected, organized, and analyzed over the past two years is made available for everyone. We hope these tools will complement efforts by advocates, policymakers, and researchers to advocate on behalf of their communities

16 of 23

FPWA’s Open Data

The data FPWA makes available allows users to:

  • Access historical federal grant data (FY 2010 to FY 2018)
  • Adjust for inflation to analyze the real value of historical data
  • Access current federal grant data by agency and program area within an agency for ACS, DYCD, DFTA, and DSS
    • Apply percentage cuts from President Trump’s FY2020 budget proposal to the grants they care about.
