2023 Carryover Determination Process

2023 Carry Over (CO) = Actual Final Allocation minus 2023 Centers Expenses minus 2023 Commitments

As part of the Report-Reflect Process, each IL (and team) should review their ToC, PoRB and People plans in the first instance. This is to ascertain if the expected results for 2023 were delivered as required.
In the event the results have not been met, IL should review the areas with gaps with the respective WP leader and the Centers Finance members, with PF support. The purpose is to provide assurances on the funding spent so far and agree on the carryover amounts as stated. This is not the opportunity to conduct an audit as this will be done at the end of the business cycle.
To accurately verify the Initiative 2023 Expenses and Commitments reported by Centers, ILs need to review the Carry Over Report that will include (i) 2023 Expenses broken down into WPs and main accounts - including Initiatives Dec 2023 Expenses (Preliminary) and (i) Commitment Report including details by WP. Initiatives December expenses will be submitted by Centers in ANAPLAN no later than March 5th, 2024.

2023 Carryover Determination Process

In the event, that there are material gaps that cannot be explained, the IL should escalate the matter to the respective SMD and CGIAR Finance for further verification, based on discussion with Centers DGs and resolution. The final results should be adjusted in the 2024 Results to not delay the 2023 CO determination.

ILs are required to submit their review of Initiatives CO Report by March 29th, for final SMD review and approval.
As per 2024 Budget Procedures, allocated funds (as per 2023 DLs and PoRs) that are not spent and committed as of 31st of December 2023, will be reported and approved by SMDs. If following the REFLECT process SMDs in coordination with ILs determine any redistribution between Initiatives of the same Science Area, changes can be only performed to "non-designated" funding. Such changes will be recorded during the Q2 Planning.
