Textbooks and Materials Selection and Approval
The district encourages the selection of the best instructional resources available for the students and staff of Jefferson County Schools and shall assist school personnel in identifying those instructional resources through the materials approval process.
A major instructional resource is defined as the primary source of information or instruction that is integral to a course or curriculum content area and is required for student use.
The Board has the legal responsibility for the selection and adoption of all instructional resources (textbooks, related classroom materials, and library media materials).

The district believes that parents and citizens should be considered in the application process. Opportunities for community members and parents to learn about and discuss the use of this resource and to be involved in the selection of the resource shall be provided.

The professional staff is charged with supporting the principal in ensuring that classroom instruction facilitates the implementation of district curriculum.
The district believes that the principal must ensure that classroom instruction provides educational opportunities for students to master Colorado Academic Standards (CAS) and charges the principal with being accountable for ensuring the quality of that instruction.
Non-Instructional Materials
Non-instructional materials do not need to be approved by the Board of Education.
These instructional resources are books and materials that are not on the Board’s approved list of recommended instructional resources, and are used for minor support of instruction. School professional staff are able to review and select these materials.�
The teacher librarian, along with district personnel have shared authority for selecting and eliminating library materials.

A challenge to the use of a learning resource must originate in the school where the learning resource is being used. A challenge may be filed by a Jefferson County citizen, student, parent or guardian of a district student, or district employee. Learning resources include materials in any format including electronically transmitted or broadcast resources and human resources such as speakers that are used in the district.
Process
If the resource being challenged is a library resource, the request for reconsideration of learning/human resources will be forwarded to the appropriate reviewed book list committee for reconsideration.
The superintendent will review the committee's report and recommendation. The superintendent shall then make an administrative decision which shall be submitted to the committee, the affected staff members, and the complainant.
The conference shall include the principal, the complainant, and the teacher, teacher librarian, or staff member responsible for using the learning resource.
The superintendent's decision may be appealed to the Board by the complainant, any Jefferson County citizen, any district student, parent or guardian of a district student, or district employee.

Learning resources that are outdated and no longer aligned with the district's curriculum documents will be removed from the list of approved materials by Curriculum and Instruction. When the list is updated, communication will be distributed to the system. If a school is using the resource, the school can continue using the resource until the school replaces the resource with new materials. The school should then select a resource from the approved list.
Textbooks must be offered to Discard Vendor before offered to community or discarded through recycling�

Any textbooks, workbooks not purchased by Textbook Fare or library/classroom books determined to be of no value due to damage or poor condition can be recycled.
If the school has large quantity of discards they want to dispose of at one time, they can call Waste Connections
Per board policy IJ and IJ-R –Textbooks, workbooks, and library/classroom books in useable good condition, that are no longer needed for a particular school’s program, should be reallocated to other Jeffco district schools.
Per District Regulations IJ- R, schools may donate to parents, students, or to the public, any remaining good condition surplus library/classroom books designated for disposal.

Textbooks/workbooks that are not needed by other Jeffco district schools, but still have value, must be stored until schools scheduled month for Textbook Fare buyback review.
Step 3
Textbook Fare shall assess discard textbooks, journal, and workbooks in each district school according to a specific schedule three times per year. Textbook Fare also shall purchase qualifying discard textbooks as determined by Textbook Fare’s buying guide
