Purpose of the Committee

  • The Transportation Optimization Committee will serve as the guiding council for CHCCS as we look to navigate the numerous issues that have befallen the transportation department in our district and across the nation.
  • The committee will be presented with the three possible plans to use as a launch point to determine the best “overall” solution for the district moving forward.
  • The findings of the committee will be presented to the CHCCS Board of Education for final approval.

Goal of the Committee

  • To examine the ITRE study and the HIL study that were completed in the 2021-2022 school year.
  • To analyze the recommendations and suggestions that were presented in the May and June 2022 BOE meetings.
  • To understand the workings of district transportation as it concerns routing, the driver shortage and related issues, and the terminology.

-In 2019 the district operated 74 yellow school buses.

-58 regular education buses

-16 special education buses

-Utilized zero contracted vehicles (van service)

-In 2022 the district operates 54 yellow school buses.

  • Board Policy recommends limiting ride times to 45 minutes or less

  • June 2022, the Board granted a waiver extending ride times to 1 hour and 30 minutes

In the 2021-22 SY CHCCS conducted two audits of the transportation department.

Starting Point for the Counsel

Plan One: Bell Schedule Adjustment

This is the plan that N.C. State (ITRE) proposed to the district.

Plan Two: Magnet School Complete Shuttle Stop Model

All magnet students outside of their local attendance boundary would be assigned to a shuttle stop or be required to furnish transportation.

Plan Three: Hybrid NTZ and Consolidated Stop Model

Extending the “No Transportation Zone” up to 2.5 miles and consolidating neighborhood stops by increasing home to stop distance for elementary students to .3 of a mile and secondary .5 of a mile.

  • The counsel will explore possible changes within each plan and prepare a cost benefit analysis.
