Constitution of a High-level empowered group under supervision of Director (HR) on 11th March 2020:

  • Chairman, IndianOil on 11th March 2020 constituted a high-level empowered group under supervision of Director (HR) to monitor and suggest mitigation measures to prevent and control COVID-19 pandemic effects in IndianOil, to ensure the business continuity.
  • Executive Director (HSE), CO is the overall Process Owner and Executive Director (HR), CO is the convenor of the high-level empowered group.
  • Total 330 virtual meetings of the empowered group were held since Mar’2020 and were attended by Divisional HR & HSE Heads. The first meeting of the high-level empowered group was convened on 16th March 2020.

Periodic review of COVID-19 situation by Top management:

      • Management was apprised of the daily COIVD-19 situation by CO, HSE through ‘Daily COVID Sit-rep’
      • Periodic review by Chairman, IndianOil was carried to review the status of COVID-19 cases and measures being undertaken by various Divisions/ Installations to curb the spread of COVID-19.
      • One-to-one review with Location-in-charges (LIC) of installations where there was a rising trend of COVID-19 cases was carried out to take the stock of the situation and suggest immediate mitigation measure to contain these cases of COVID-19.

Periodic issue of updated COVID-19 guidelines and advisories to prevent spread of COVID-19 infection:

  • 46 nos. of COVID-19 advisories have been issued and widely circulated to provide authentic information to all employees, ex-employees, and other stake holders on necessary precautions to be ensured during COVID-19 pandemic.
  • Guidelines on submission of medical certificate before joining office after COVID-19 infection, development of quarantine/ isolation facilities, management of Covid-19 cases, Aarogyasetu App download prior to resuming works etc. were also issued and implemented.
  • Guidelines on monitoring of the health of any suspected/confirm cases of Covid-19 among employees, ex-employees, contract workers and their family members were implemented to prevent and contain COVID-19 infection at workplace.

  • A 24x7 covid assistance center and a helpline number was launched and is operational to assist employees, ex-employees, and their family members for any medical assistance related to COVID-19.

Strengthening of COVID-19 Testing facility at locations and residential townships:�

CARE FOR PEOPLE AND COMMUNITY

      • Sample collection centers were established at identified locations to minimize the exposure from COVID-19 infection.
      • SOPs were framed for smooth functioning of these sample collection centers.
      • Portable, point-of-care testing apparatus ‘Abbott ID Now’ has been installed at 05 strategic locations for instant screening of employees and visitors for COVID-19 infection.
      • More than 6000 ‘Rapid antigen Test-kits’ and ‘Self-Test-kits (Coviself)’ are procured by Divisions for mass screening and testing of employees and visitors.
      • Government hospitals, private hospitals and reputed RTPCR testing labs were lined up for RTPCR testing.

Augmentation of existing infrastructure facilities:

      • 110 Covid Care Centers were set up with a total bed capacity of 834 out of which 102 Covid Care Centers with bed capacity of 813 are still operational across Divisions in IndianOil.
      • A committee of doctors was constituted to suggest and recommend necessary augmentation of health care infrastructure to be undertaken to handle medical emergencies related to COVID-19 pandemic.

Augmentation of existing infrastructure facilities:

      • As per the recommendations of the committee, necessary augmentation of health care infrastructure in Refinery Township hospitals viz. identification of COVID-19 testing facilities, availability of rapid antigen test-kits, self-test kits, essential medicines, oxygen cylinders, oxygen concentrators, BIPAP machine, High flow nasal cannula, NRBM masks etc. was ensured.
      • Approx. 1205 oxygen concentrators and 1200 medical oxygen cylinders of different capacities have been procured to ensure smooth and regular oxygen supply to COVID-19 patients at locations and COVID Care centers.
      • Ventilators are procured and positioned at all Refinery hospital for critical care of COVID-19 patients.

Capability building of In-house Doctors and para-medical staff:�

  • Online webinars/ trainings programs was organized through medical experts on management of COVID-19 for IndianOil Doctors and para-medical staff.
  • Short videos of such training programs have been created and circulated among IndianOil employees for awareness.
  • Refresher trainings are also being organized by experts in the field of COVID-19 management, treatment, psychological support, COVID pediatric care and post-COVID health management protocol for IndianOil Doctors and para-medical staff.

Conducting COVID-19 awareness and health promotion programs for employees, stakeholders and public:�

  • More than 5700 COVID-19 awareness and health promotion programs have been organized for employees, ex-employees, their family members and other stakeholders. Several awareness programs were organized for surrounding community and public through IndianOil officers at installations, retail outlets and customer touch points.

Online COVID-19 Dashboard for monitoring situation of COVID-19 in IndianOil:

An online dashboard was developed and is available for real time monitoring, analysis of positive COVID-19 affected cases of active employees, ex-employees, their family members, and contract workers. The following data are monitored and apprised to management:

  1. Total number of new COVID-19 reported cases
  2. Trend analysis of active cases w.r.t. Division, employee category, State, and health status.
  3. Total number of affected, recovered, and deceased COVID-19 cases.
  4. Vaccination completion status and analysis w.r.t %age completion in Divisions, employee categories and dose.
  5. Availability of beds, oxygen concentrators and oxygen cylinders at COVID Care Centers.

In-house Telemedicine application for active employees and ex-employees:�

CARE FOR PEOPLE AND COMMUNITY

An In-house telemedicine app was developed for employees, ex-employees & their family members to provide online medical consultation during the ongoing Covid-19 pandemic. The application is useful in ensuring timely medical advice to our employees and their family members and to avoid their exposure to hospitals.

  1. The telemedicine application is operated with the help of 32 Company Doctors & 210 retainer Doctors associated at different locations across India to provide tele-consultation Services.
  2. The doctors can be accessed for medical consultation as per their availability, specialization, and medical exigency/ requirements.
  3. More than 13,500 tele-consultations through tele-medicine application were issued till March’22.

Self-health monitoring devices for employees and their family members:

CARE FOR PEOPLE AND COMMUNITY

All employees and retired employees were allowed to procure glucometer, BP measuring instrument, oximeter, and thermometer to ensure regular monitoring of these parameters during home-isolation. The cost of the same has been reimbursed to them.

Employee assistance program to cater to mental health issues of employees and their family members:

CARE FOR PEOPLE AND COMMUNITY

  • COVID-19 pandemic has not only impacted the physical health of people but has also affected their mental health. It was imperative to care for mental health and well-being of employees and all stakeholders during these times of uncertainty. Hence, measures for boosting the morale of employees were undertaken.
  • An ‘Employee Assistance Program-Paramarsh’ was launched by Director (HR) on the 62nd IndianOil Day i.e. 1st Sept’2021 to ensure that mental and psychological health issues of IndianOil workforce were addressed.
  • A total of 27 ‘Emotional wellness Interactive workshops’ have been conducted and a 24x7 toll-free number is available for consultation for employees, ex-employees and their family members.

E-learning modules on physical and mental health issues developed for the awareness of employees:

A total of 08 e-learning modules on physical and mental health issues was developed for creating awareness among employees using digital platform and more than 2700 employees have completed these modules. The e-learning modules developed are as below:

  3. Healthy workplace: Health tips for a Healthy Workplace
  4. Guidelines on Healthy Lifestyle, Nutrition & Occupational Health
  5. Successful digitalization of Occupational Health services
  6. Medical Ready Reckoner for Employees
  7. Promoting Prevention of Fatigue in Indian Oil Global Supply Chains of Oil & Gas Sector
  8. Advancing culture of Occupational health promotion through canteen hygiene index

COVID-19 vaccination of employees, ex-employees, and other stakeholders:

CARE FOR PEOPLE AND COMMUNITY

  • Vaccination of more than 5 lakh beneficiaries including employees, ex-employees, channel partners, retail outlet customer attendants, LPG delivery boys, other frontline workers, stakeholders, contract workers and their family members was facilitated free of cost under ‘Mission Vaccination’.
  • Vaccination of children (=>12 years) and precaution dose (=>18 years) is also being carried out for employees, ex-employees, and their dependents as per the guidelines of Government of India.
  • Vaccination data of all beneficiaries is being uploaded and maintained on ‘Vaccination Dashboard’ of IndianOil.

Distribution of masks, sanitizers, soaps, food packets and medical equipment:

CARE FOR PEOPLE AND COMMUNITY

  • 29 lakh masks, 33 KL sanitizers, 17.5 lakh food packets, 40 thousand grocery packets, 2 lakh hand gloves, 10,000 PPE kits and COVID testing kits were distributed to contract workers, TT Crew, delivery boys, pump attendants and public surrounding our installations.
  • IndianOil aided worth Rs. 37 crores of medical equipment to government hospitals/ agencies to boost the fight against COVID-19. PPEs, mask, hand gloves and sanitizers were handed over to local administration as part of social responsibility.

Medical insurance coverage & ex-gratia to frontline workers:

CARE FOR PEOPLE AND COMMUNITY

  • Medical insurance called ‘Karma Yogi Swasthya Bima Yojana’ was provided to all front-line workers with. This medical insurance covers over 3 Lakhs customer attendants, LPG delivery personnel, tank truck crew and security guards.
  • An ex-gratia assistance of Rs. 5 Lakhs was extended for the families of the contract workers/ frontline workers who succumbed to the Covid-19 virus.
