Who shall accomplish the Google Forms version of the SGC Tool?
Secondary Schools only.
This includes integrated schools
with JHS and/or SHS.

Are the newly established secondary schools required to respond the SGC Tool?
No. Only the secondary schools that have accomplished the tool during the Baseline Survey shall answer the Endline Survey.

Can the secondary schools begin answering the tool?
Yes. We have released the Memorandum on the SGC Functionality Tool last September 26, 2023. The links of the Google Forms version of the tool were already emailed to the RO to be disseminated to the SDO. You may refer to the process flow attached to the Memo for reference.

Where can we access the google form version of the tool?
The memo on the Google Form links of each SDO was emailed to each RO Composite team’s email addresses. Please coordinate with RO Composite team on this matter.

Can we go back to the tool and change the submitted MOVs?
No. Once the MOVs are submitted, you cannot change or remove the MOVs anymore. That is why it is important that when we answer the tool all MOVs are final.

Since we cannot change or remove the MOVs, can we “re-accomplish” the SGC Tool?
Yes. In view of the trajectory of the SGC Endline Survey as of January 23, 2024, BHROD-SED SGC Team convened to lift the November 7 moratorium on the re-accomplishment of the SGC Functionality Assessment Tool and allow all secondary schools to re-accomplish the SGC tool.

Why can I not access the SGC Tool reports?
Only the RO and SDO submitted emails to CO will be given access to the drives of the SGC Functionality Assessment Tool. CO will not approve the access requests of those who are requesting directly in the Google Drive.

Why I can not access the sample MOV templates?
The general access of the drive was set to "Viewers" only, which means you are only allowed to view but you are allowed to download it. It is best to download the documents first and feel free to make changes on the template.

Do we need to comply the other sub-indicators?
Only the Primary Sub-indicators are required to be achieved in order for the SGC to be considered functional. However, achievement of the Other Sub-indicators is very much welcome. It means that the schools are already advanced in terms of the SGC implementation.

We are already functional in some of the functionality indicators during the Baseline Survey, do we need to revise our MOVs following the suggested templates ?
You can use the previous templates which have been validated as functional last baseline survey.

Can we use our own school templates in preparing our MOVs?
No, we need to use the prescribed template of BHROD-SED.

If an Elected Co-Chairperson has already ended its term as PTA President? Do we need to re-elect a new Elected Co- Chairperson?
No. All elected SGC officers shall hold office for three consecutive school years. In the event that the PTA president will be elected as an SGC Officer, he/ she shall relinquish his/her post as member of the PTA in the SGC. He/she shall be replaced by another PTA representative.

Shall the principal be included in the signatories of the Notice of the Meeting?
No. If the school hasn’t yet organized their own SGC and there is a need for orientation of the SGC policy, the principal can call for a meeting and be included in the signatories. Once the SGC is organized, the co-chairpersons must approve the Notice of Meeting, and may be “Noted by the principal”

If the SDO has already validated an MOV, can the RO change the validation status?
No. The RO composite teams must coordinate with the SDO composite teams regarding their recommendation to review and revalidate the MOV.

Does the SDO Team need to wait for all the schools to submit the tool before they can start validating?
No. The SDO composite team may start validating as soon as there are submissions already.

Since the schools are already allowed to re-accomplish the SGC tool, does the SDO Team need to update/ change their initial validation to the first submission of the school?
Yes. The BHROD-SED shall “refresh” the Report 2: SDO Validation Tool every Friday to display the latest MOV submission of schools. Before the SDO validates, the SDOs must refer to the SGC RE-ACCOMPLISHMENT MONITORING SHEET (RMS) found in the Report 2 to identify schools who re-accomplished the SGC Tool. The SDOs are required to UPDATE THE STATUS OF THE VALIDATION of the MOVs based on the most recent submission of the schools.
