INTRODUCTION

The Town Planners Registration Board (TPRB)�is a statutory body established by the Act of Parliament No. 7 of 2007 with the following responsibilities:� i. To Regulate activities of Town Planners,� ii. To Regulate their Conduct, in accordance to the functions and Powers conferred upon it by the Town Planners (Registration) Regulations of 2018, set among other things, the standard code of ethics to which all registered Town Planners have to adhere with.

The TPRB Billing System

  • The system is integrated with other systems such as ILMIS, eGA, and GePG. We are in discussions with NIDA and BRELA to effect the integration
  • The System is used to store Urban Planning Data,
  • It is used to Register projects and all Urban Planning professionals work, done by Urban Planning professionals and Companies,
  • Used to register Urban Planning professionals,
  • Used to issue control numbers and handle payment matters.

    • Introduction of Curriculum Alignment ,eg IRDP case
  • To ensure Diversity and Inclusivity initiatives, five Registration Categories of Town Planners were established.
    • Technician Town Planner
    • Graduate Town Planner
    • Fully Registered Town Planner
    • Consulting Town Planner
  • Competency Based Assessments
    • Introduction of various Continuous Professional Development trainings, carrying 16 points per annum instead of one per annum
    • Registration of all Town Planning Professional works

Rationale For Reviewing the Structure

  • To increase efficiency and effectiveness of the Board,
  • Reduce Operation cost
  • Comply with standards of organization structure, eg. the department of Professional development had only one section.
  • Maintaining check and balance between registration of Professionals and enforcement of code of conduct of Town Planners, by establishing a Compliance Unit

Registration With the Personal Data Production Commission

In accordance with Section 14/21 of the Personal Data Protection Act, No. 11 of 2022, the Board has been Registered with the PDPC for the purpose of ensuring Cyber security issues.

  • This attempt meant to ensure an establishment of efficient and secure digital systems for information sharing and communication across various sectors, as directed by Her Excellency, The President of the URT, Dr. Samia Suluhu Hassan in Arusha recently.
  • As for now, we have got two types of PDPC registration Certificates:� - Certificate of Data Processor� - Certificate of Data Controller
  • TPRB has recently been awarded in the second place in the category of reducing dependency on the Government.

BUILDING CAPACITIES OF URBAN PLANNERS

  • TPRB has been building the capacities of Urban Planners through the following ways:
    • Conducting CPD (Continuing Professional Development) training that takes place every year,
    • Conducting training through the AGM (Annual General Meeting) held every year,
    • Organizing other trainings as needed
  • However, all these trainings are theoretical. Now, TPRB wants to conduct practical training through a Model Planning and Surveying Project in collaboration with partners.

  • To Benchmark practices with International Urban Planning organizations to ensure compatibility for cross boarder opportunities and recognition.
