Building a More Holistic and Inclusive Workforce Development System for Boston's Youth

Alicia Sasser Modestino, Northeastern University

City of Boston Learning Lab April 28, 2025

2 of 29

Prior research conducted by Northeastern in partnership with the City demonstrated that the Boston Summer Youth Employment Program improves behavioral, academic, and economic youth outcomes.

  • Improvements in academic aspirations and work habits linked to a 4-percentage point increase in high school graduation rates due to better attendance and grades (Modestino and Paulsen, Education Finance and Policy Review, 2022).

  • Private sector jobs are also shown to increase the likelihood of taking the SAT and enrolling in college, shifting from 2- to 4-year institutions (Modestino, Paul, and McLaughlin, American Economic Association Papers and Proceedings, 2022).

Raises academic achievement through aspirations and work habits

Reduces crime by fostering community engagement and soft skills

    • Improvements in soft skills linked to a 35% reduction in violent crime and a 29% fall in property crime for the treatment group during the 18 months after program end (Modestino, Journal of Policy Analysis and Management, 2019).

Boosts employment through job readiness

  • Improvements in job readiness skills linked to a 9-percentage point increase in employment and a 30 percent increase in wages during the year following participation for opportunity youth of color ages 19-24 years (City of Boston, Reducing Inequality Summer by Summer, 2017).

In addition, our annual surveys and focus groups also capture first-hand the positive impacts that youth, their families, and employer partners experience each summer through the Boston SYEP.

Northeastern is helping CoB identify SYEP gaps and map career pathways for youth across the Boston SYEP ecosystem with the goal of integrating work-based learning at scale in future summers.

1. Identify Gaps

    • Location: where are SYEP jobs located relative to youth neighborhoods and schools?
    • Job Experience: how do SYEP jobs differ in terms of skill development and experience?
    • Labor Demand: which SYEP jobs align with Boston’s in-demand industries and occupations?

2. Map Career Pathways

    • Boston Public Schools: Which CTE and Innovation Pathway Programs can be connected to SYEP jobs?
    • SYEP Ecosystem: Which SYEP jobs can be connected to provide growth across summers + employers?
    • Job Market: Which SYEP jobs can lead to post-secondary training or careers in high-demand sectors?

Summer 2025 Goals

To do this, we need your help to understand the current landscape along with the opportunities and challenges that exist in building actionable career pathways for Boston’s youth.

Outcomes

1. Laddering Jobs across Summers and Employers for Skill Development

  • How can SYEP opportunities be characterized by type (e.g., program v job), skill (e.g., soft skills, technical skills) and experience levels (entry vs. experienced)?

  • Use keywords and filters from FutureBos job descriptions to categorize programs and jobs by type, skill, and experience level.

  • Ask for input from BPS and SYEP partners to fill in gaps, clarify skills/roles, and understand how SYEP jobs connect across employers within an industry.

  • Categorization can be used to develop an SYEP recommender or matching system for youth and/or employers.

  • Skills assessment can be used to develop a City-wide badging system for youth that is recognized by employers.

To do this, we need your help to understand the current landscape along with the opportunities and challenges that exist in building actionable career pathways for Boston’s youth.

2. Building Career Pathways from School to Work for BPS Students

  • Which BPS Innovation Pathways connect to existing SYEP jobs?

  • Which SYEP jobs connect to in-demand occupations in Boston?

  • Use DESE program descriptions to identify SYEP jobs that align with CTE and Innovation Pathways curriculum.

  • Use labor market data to identify SYEP jobs that align with Boston-area occupations that are in high-demand.

  • Ask for input from BPS and SYEP partners to identify opportunities and challenges for connecting BPS to SYEP to post-secondary opportunities and/or careers.

  • Career pathways can be used to enhance work-based learning options for BPS students and guidance counselors (e.g., similar to co-op model at Northeastern).

  • Labor market analysis can help develop pathways in the following sectors:
  • Green/Green-Related Jobs
  • Healthcare/ Life Sciences
  • Finance/Business/Insurance/IT
  • Early ChildhoodEducation/Social Services
  • Culinary/Hospitality/Arts/ Media

Roundtable Discussions

  1. Where does your organization currently fall on the Career Pathways Engagement Spectrum?
    • Do you combine the spectrum elements differently than what was presented?

  • Does your industry sector have partnersrepresentation across the entire spectrum?
    • Are there any gaps? What opportunities exist to fill those gaps (e.g., new or existing partners)?

  • Do partners in your industry sector currently work together to support SYEP youth in pathways?
    • If so, how? If not, what challenges prevent working together (e.g., capacity, familiarity, funding)?

  • Do any partners currently work directly with BPS to integrate work-based learning?
    • If so, in what ways? If not, what barriers exist (e.g., lack of partnerships, nearby school, capacity)?

  • What would be most helpful to move this work forward as an ecosystem?
    • What did we not ask about that you feel is critical for success?

We have socially engineered each table to be focused on one of the key sectors we have identified.

Over the next 30 minutes we hope you will engage in a discussion with your colleagues to reflect on the research presentation and panel discussion with a focus on the following questions:

29 of 29

Next Steps

Summer/Fall 2025:

Aggregate what we learned here across all of you to inform our career mapping research and pilot projects.

Follow-up with key partners to fill in any gaps in our understanding of each sector and BPS program.

Provide a short research report summarizing what we learned with recommendations for each sector.

Spring 2026:

Work with OYEO to develop a recommender system for youth as they search for opportunities.

Work with the SYEP ecosystem to develop one or more sector-based pilot programs.

Work with City of Boston and BPS to explore a city-wide badging system recognizing SYEP skills and experience.

This is just the start! We hope that you will continue working with us over the coming year!

THANK YOU!
