CDP Preparation and Mainstreaming Cases

LGU Scenario

Actions LGUs can take

Scenario 1

· Without/outdated CDP

· Without CLUP

  1. Conduct (CDRA)

2. Prepare the Enhanced CLUP parallel with the CDP.

3. Use this Guide (CDP+) to mainstream DRR-CCA in the CDP (Step 1 – 5, Chapter II of this Guide)

Scenario 2

· Without/outdated CDP but with CLUP (DRR-CCA not yet mainstreamed)

1. Conduct (CDRA)

2. Update to enhance CLUP parallel with the CDP

3. Use this Guide (CDP+) to mainstream DRR-CCA in the CDP (Step 1 – 5, Chapter II of this Guide)

CDP Preparation and Mainstreaming Cases

LGU Scenario

Actions LGUs can take

Scenario 3

· Without/outdated CDP

· With enhanced CLUP (DRR-CCA mainstreamed) using HLURB Guidelines

1. Build on the situational analysis done in the Enhanced CLUP

2. Prepare/Update the CDP using this Guide

(Step 3 – 5, Chapter II of this Guide)

Scenario 4

· for Mainstreaming

· With recently approved CDP (with or without being risk-informed)

· (With or without enhanced CLUP)

1. Check if the recently approved CDP is risk-informed. Use the Review Parameters for Risk-informed CDP (Table 31) as suggested by this Guide. If not risk-informed, proceed to Chapter II, and do applicable steps.

2. If CLUP is not yet risk-sensitive, enhance CLUP using HLURB Guide. If without CLUP, prepare enhanced CLUP.

CDRA Results

  • Ensure that the Planning Team includes those who will represent DRR-CCA Concerns (i.e. LDRRMO, MAO, ENRO, local experts, among others).
  • The team’s functions include ensuring the integration of CDRA results to the local plans.
  • Include the conduct of CDRA or other forms of risk assessment in the workplan.
